The Erie County Industrial Development Agency has received a revised application from DNC 250, Inc. to assist with constructing a mixed-use project at 250 Delaware Avenue. Meanwhile, a second application from Delaware North Companies to help build-out its office space in the proposed building is moving forward.
The IDA is reviewing a request by Delaware North Companies to assist with its planned relocation to Delaware Avenue. The firm, looking to become an anchor tenant in the building, is seeking $807,000 in sales tax abatements for the build-out of 110,000 sq.ft. of office space. Delaware North is proposing to create 65 new jobs as part of its proposed move from Key Center to Delaware Avenue. Delaware North is responsible for the design, construction and funding of its office space. The ECIDA will hold a special meeting on the application at 2 p.m. Friday at the Burchfield Penney Art Center auditorium, 1300 Elmwood Avenue.
Meanwhile, project developer Uniland Development is revising its plans for the 250 Delaware Avenue project to reduce costs. The company will not be seeking Project Increment Financing (PIF) to construct the parking ramp as previously proposed and the ramp size is being reduced by one floor shrinking capacity from 515 to 380 cars. A planned hotel in the building is ineligible for benefits due to IDA policies. Uniland is expected to ask for standard sales and mortgage recording tax benefits plus a standard Payment in Lieu of Taxes (PILOT) agreement.
A public hearing on Uniland’s application by ECIDA’s Policy Committee will be held on Monday, November 25, 2013 at 8:30 a.m. at 95 Perry Street, in the 5th Floor conference room of the Empire State Development Corporation. The public can make verbal comments at the Nov. 25 public hearing and written comments can be submitted through Dec. 13, 2013.
The ECIDA’s Policy Committee will review the application and make recommendations to the full board on December 2, 2013 at 8:30 a.m. at 95 Perry Street, in the 5th Floor conference room. The ECIDA will meet at 9 a.m., December 16, 2013 for its regular monthly session.
