In 1989, the Embarcadero Freeway, an unsightly double decker highway on San Francisco's waterfront, was damanged by a 7.1 scale earthquake. Instead of repairing the Embracedero as an elevated highway, this noisy, ungainly, waterfront-blocking freeway was replaced with an at-grade boulevard. Property values skyrocketed, development soared, and the waterfront became a people-place again while still accomodating commuter traffic.

Here at Buffalo's Outer Harbor, the New York State Department of Transportation (NYSDOT) is advancing a dubious idea that would expand Furhmann Bouelvard as a four-lane, Transit Road-style arterial, connected by expanded highway interchanges to a rebuilt Route 5 highway. The move would forgo an immediate opportunity, on the table right now, to remove the embanked highway leading up to the Skyway Bridge and replace it with an urban-friendly, at-grade boulevard, similar to the new Embarcadero and Octavia boulevards in San Francisco.

NYSDOT already has an option on the table in its Southtowns Connector Environmental Impact Study that would allow a Boulevard Alternative to be explored.     Sadly it looks as if Higgins is already in the process of being purchased in DC. He is starting to take the steps to back off the skyway removal.

    Oh Buffalo....when will you learn.

    Good video. Makes sense to me, I wish they would listen and open their eyes and see what could be done with the skyway removed. It's hard to compare SF to Buffalo, but in this aspect you can. It worked for them and many other cities. With all the development going into our inner and outer waterfront, cobblestone, main st etc, you'd think it was a no brainer.

    Its a real shame....I don't see this type of hype for the removal of the skyway... i think its videos like this that prove Buffalo is stuck in the 1950's.

    I think that Buffalo needs to follow by example here and get rid of the ugly and unsafe Skyway.

    I live in San Francisco, and they did do the Octavia and Embarcadero projects right; this should be emulated. But before we all put on our rose-colored glasses and start swooning over San Fran you should be aware that this place is in many ways worse than Buffalo. The bridge in the background of one of the opening shots of the video shows the San Francisco-Oakland Bay Bridge. The original was built in 3 years during the Depression (1933-1936). This was damaged in the earthquake of 1989 and they decided to replace it. It has taken 18 years and it will still be another 6 more before it is done. It has already cost $6.2 billion and it will cost billions more. All for a replacement span that is NOT a signature bridge; it is not that much better looking than the Scajaquada. The docks in the background, along the Embarcadero, are all falling apart to the point that this has threatened the Cruise ship business. There is a homeless problem that is at the level of a third-world city like New Delhi (no exaggeration-I have been there). Surprisingly, the Mayor ran on a platform of fighting crime and fixing the homeless problem but neither has improved. He has found time to get divorced and have an affair with the wife of his campaign manager during his time in rehab for alcoholism though. The fact that none of this will affect his reelection chances should tell you something about the ridiculous politics here (one of his political rivals is called Chicken John and the other campaigns in the nude).

    If you want to get ideas from other cities, that is great, but you should also pat yourselves on the back when you see how bad other places are compared to Buffalo.

    Keith, what does Gavin Newsom's private life have to do with the fabulous Embarcadero and Octavia projects? Everything that the video shows is true about those projects. San Francisco is a world-class city with its problems. The Embarcadero runs from Ghiradelli Plaze all the way to the Bay Bridge and beyond to the Old China Basin which has been beautifully transformed into the Giants Stadium, restaurants, condos and retail. It sounds as if you have a problem with the politics as you perceive them in the city.

    I couldnt agree more that the skyway isnt needed and the route5 expressway isnt needed especially once they build the Tifft Street Connector to I190 to Route5.

    as for Higgins....his problem is ego. Higgins championed the right projects like fighting albany to unearth and rewater the Commercial Slip and the surrounding cobblestone streets and he fought for the thruway toll removal and waged a good fight against NYPA during the relicensing. NOW higgins is resting on his laurels and reputation and is on the wrong side of the expanded Peace Bridge Plaza and Skyway arguments both of which he has taken positions against the constituents he represents.....HIGGINS IS DUE FOR A REALITY CHECK VERY SOON OR ITS GOING TO SHOW IN HIS RE-ELECTION.

    Why dont we have an "accident" with the skyway? "Like, Oh GEE, did that giant freighter ship just run into one of the skyway piers?" "Uh oh, did that crane accidentally clip some of the decking, causing it to fall?" Gee, darn, wouldnt that be a shame...lol.

    It seriously appears that we are going have to fight the DOT tooth and nail for this one. They obviously DONT care about the residents of Buffalo or making them happy. There is no master plan here, just move as many cars as you possibly can, as fast as you can is all the DOT are holding themselves responsible for. When will the leadership in this city EVER take a stand???

    well there IS a master plan that calls for removing these roads... in their vision but the problem is CRAPPY politicians that don't read what they are paid to read or follow what they are lawfully obliged to follow. We loose these fights because there isn't a united front to push back against the DOT. The Queen City Hub Plan, Buffalo's Comprehensive Plan and the new Queen City Waterfront plan all call for the mitigation or long term removal of these roads for the betterment of our city. It doesn't take a genius to look around the country or globe to realize we F-ed ourselves here. If only the politicians would DO THEIR JOB! and listen to their planners and citizens.

    BuffedOut, My comments were directed at people like Gaustad who wrote, "my favorite city and a perfect example of what happens without corrupt poilitcs". Oh please, San Francisco is a deeply corrupt and dysfunctional city. For every Octavia or Embarcadero project there are a lot of Oakland Bay Bridges. What about the 3rd street rail line? From planning to completion, the project took more than 20 years and was $150 million over budget, yet when it was finally working last year, it took 20 minutes longer to traverse the same distance than the bus that it replaced.

    I could list at least 20 more projects, large and small, like these. My point is, Buffalo, you think your politicians are corrupt and incompetent? San Francisco has worse. You think your projects are slow and wrong? San Francisco wastes even more. Stop idolizing places like San Francisco, the grass is not greener here. If San Francisco can do it, you should be able to do it better.

    I think the point is that - yes there are corrupt politicians - Buffalo can learn from what has already been done in other cities. Waterfront development ideas from what has been done in Batimore to getting rid of an ugly eyesore bridge similar to what was done in San Francisco.

    Definitely tear out the Skyway, and while we're at it -

    - Make the 33 into a tunnel with parkland above it pulling the Humboldt Neighborhoods back together

    - Take out the 190 and turn it into a parkway

    - Remove the 198 stigma and lower the speed limit to 40 mph with a grassy median

    - Repair the streets, sidewalks and curbs throughout the city - can't believe how this would dress things up.

    For those who say "work around" the skyway....wake up. Only homeless people live and play under major roadways.

    I think the skyway comes down after they complete the Canal Side project. When the units under the bridge stay empty, they will know what to do.

    I laughed out loud when I read Gaustad's comment on SF's lack of corruption. Please!! And mind you, as a former Bay Area resident, I think SF is a great city. Good points Keith.

    Yeah , great , wake up this isn't San francisco OR ANY other progressive city. If it is proven to be right we will do the opposite. If it doesn't benefit a politician or developer, it will not get done plan and simple. we are good at shootiong our selves in the foot and our aim is getting better all the time

    Imagine what would happen to the elmwood village if we put an expressway down lincoln and chapin parkways... and you wonder why parks of the east side were deserted... the ONLY answer here it to destroy that which have been destroying us for 30 years now.

    There are some great comments here, but also a lot of complaining.

    There is leadership on this issue. The Common Council unanimously rejected the NYSDOT plan, and supports the Boulevard Aletrnative that NYSDOT rejected. The Village of Hamburg Board voted unanimously for a boulevard. The Buffalo News Editorial Board recommended a re-examination of the issue to avoid making another grave waterfront mistake. The Buffalo Waterfront Coalition, a group of 14 of the most influential community organizations, is against the highway and for the boulevard.

    If you want to get involved and not just complain, you should try to make it there.

    I KNOW that I will get blasted for this, but who has taken the time to really find out what the plan is for Route 5? I hear all this hype for boulevard, but I can't understand why anyone would want that out there. A boulevard is Niagara Falls Boulevard, or Sheridan Drive. Fuhrmann as a separate low speed street with sidewalk, bikepaths, landscaping and green space seems a whole lot more appealiong to me than a six lane high traffic boulevard. This is a GREAT project, one that we need to get started now. Let's please not wait for another study. If this project gets delayed it will be delayed for many many years. The San Fran video is great, but there is no development at the outer harbor. We need a catalyst, now. Let the bashing begin!

    Thanks for making this available; it demonstrates what a deeply committed populus and a visionary leadership can do [along with some help from nature] to reclaim a great public space. I was in SF on business during August and walked the Embarcadero - it's truly one of the grandest urban vistas I've visited.
