Essex Corners Arts District Wants You.

So what do you do if you are really proud of your neighborhood and want people to see its potential? You host an Open Houses event. That’s what the members of the Essex Corners Arts District have decided to do. For years, neighbors have been working on fixing up their houses, planting community gardens, cleaning up vacant lots, painting, planting, watering… you get the idea. These tactics are very pro-active when you want to see stability and growth around your own investment. I’m sure that you’ve heard the expression, “You can lead a horse to water, but you can’t make him drink.” In this case, the neighbors are taking the lead… and they’re providing the water. Now it’s up to visitors to choose whether they will they will invest in the neighborhood if they like what they see.

What can visitors expect of the neighborhood Open Houses? Harvey Garrett, one of the leaders in the effort to revitalize the West Side, will be giving a tour of a number of homes that are currently on the market. Stops along the way include Urban Roots Garden Center, Left Bank Restaurant, Prime 490 Restaurant, Essex Street Pub, Big Orbit Gallery, and the Essex Street Art Center. The normal $15 fee (through the Preservation Coalition and the Landmark Society) to take this tour is being waved for this unusual event that will take place Saturday December 8th from 1-4pm (tour 1:30-3pm). After the tour, participants will convene at Prime 490 for refreshments. This will give people the time to ask further questions while relaxing in one of the neighborhood’s great establishments. Information on grants and low interest rate loans available for first time homebuyers will also be on hand.

    A great little compact area. The Essex Street Arts Center is where a lot of Buffalo's arts organizations got their start, most noteably, HALLWALLS. Good stuff going on over in that neck of the woods (um, city).

    Yes, Hallwalls and CEPA got their start there - artists like Cindy Sherman, Robert Longo and Richard Clough lived there at one time.

    It is important to list the houses for sale in the Essex / Rhode Island / Chenango / Massachusetts neighborhood, so that prospective buyers can research them. Because it is a depressed area, there are only two properties on E- RI - C - M, listed for sale on the ML system:

    143 Chenango, asking $43,900 (three family, Assessed Value $39.7K, last sale $22K, 7/18/05 to an investor who has filed 11 deeds since 5/04)

    540 Massachusetts, asking $100,000 (4 apartments, 2275 sq ft total, Assessed Val $78K, last sale $78K, 11/16/04 to same owner LAM ANTHONY T as 330 Richmond, also purchased 11/16/04) NOTE: foreclosure action was begun on 330 Richmond by HSBC Bank 3/23/07.

    Actually there are about 10 vacant houses on Chenango, but many have been involved in housing scams, so addresses & background information is essential to making informed purchase decisions.

    For example, notorious carpet-bagger-flipper Ray Osland rehabbed long-distressed 89, 91 & 101 Chenango with no permits. Both 89 & 91 were immediately flipped by notorious local flipper Adam White to "foreign investor" Dawn Walter for $48K when Osland disappeared & "sold" 89 & 91 to White for a total of $18.5K.

    Both houses, in a cluster of six vacant Chenango houses, remain vacant because they reportedly lack working waterlines from the street.

    Osland purchased three-building, 7-unit 101 Chenango for $10K because of serious black mold infestation. He illegally removed the mold without permits, selling it after his disappearance to 'foreign investor' CHZKAS HABATIM BUFFALO 1 LLC for $60K on 2/8/07.

    It is unclear whether #101 tenants face health issues from the mold. And, next door, long vacant & open 99 Chenango is awaiting demolition.

    There are bargains to be had in the neighborhood, but special caution is needed in an area where rule of law has been seriously weakened.

    And it would be best for several buyers to enter the neighborhood at the same time to better overturn dominance of absentee investors.

    Mr. Kern moved to to Minnesota several years ago and doesn't know anything about this neighborhood. In fact there are 7 houses all being completely rehabbed on Chenango that are receiving, on average, over $100,000 in investment each - from local people who care about the area. Almost all of them will be home owners or home ownership programs. 101 was beautifully rehabbed a few years ago. Mr. Kern has repeatedly accused Mr. Osland of running him out of town (something he's accused me of as well) so there is some sort of animosity there. There are lots of great things going on in this area. You don't need to believe Dick or me - come out and see for yourself on the 8th.

    Addresses & asking prices please?

    I asked for the addresses of unlisted houses for sale so that prospective buyers could research a long-troubled neighborhood.

    Instead, Mr Garret has alleged that 6 (anonymous) Chenango houses are receiving an incredible $100,000 of investment each by local owners.

    That is incredible on such a troubled street.

    Which houses are they?

    What are their asking prices?

    As a longtime low income housing advocate, I have been deeply concerned about Mr Garrett's lack of ethics & truthfulness, as he serves as WS Housing Court Liaison, Baord member of incredibly unproductive WSNHS, & head of WS Community Collaborative. Garrett has long served as "publicist" for Osland after he flipped on eBay as "CrazyCTcaterer", using DBA "CelebrationsCatering LLC" to sell his Bflo flips, many still awaiting demolition.

    It was indeed Garrett's threats that I would be prosecuted for expressing concern about the dramatic illegality of new-in-Bflo Ray Osland's housing activity that heavily affected my decision to leave Bflo. Osland (who masqueraded as attorney) was a classic "housing sociopath" who has now moved on to another city, after sweeping into Bflo from either Connecticut or Maryland.

    Garrett chose not report that I visited Bflo for a week in mid-September, when I studied Chenango to learn if his reports of "wonderful progress" there were indeed true, but instead found 10 vacant houses on the two upper blocks of Chenango.

    Incredibly, after ES housing activist Michele Johnson & I had exposed dramatic eBay flipping by Osland & his local partner corrupt realtor Colleen Sardella before he arrived in Bflo, Garrett became Osland's vociferous defender.

    Garrett even took Osland's penniless young girlfriend-partner Amanda Carter to a flipping meeting at HUD with Banko, introducing her as "wife" of a "responsible investor". Amanda quickly was hired, then fired as Polis realtor, then disappeared after reports that Osland abused her. And Sardella was fired at Polis, then fired at Farley Realty, then ended up at Ann Edwards Realty (Edwards also has a very bad ethics reputation), now at newly formed Michael Wilson Realty (Wilson was recently fired from Polis).

    There are major ethics & accountability issues in Bflo housing policy. Sadly, Mr Garrett has been one of my most consistent adversaries in addressing them.

    First of a all This event is not Mr. Garrett's doing.It was myself and my neighbors who conceived and planned this Event.We asked Mr.Garrett to give a tour and we asked The manager of Prime 490 if we could convene at his restaurant,both graciously agreed.Neither Mr. Osland nor a slewof old real estate transactions have anything whatsoever to do with the way we have decided to showcase our neighborhood.Plain and simple,we aren't concerned with the old owners we are looking for new ones.The same people who spend days,weeks and months beautifying their properties for Garden Walk and threw a fantastic and well attended block party are now focusing their efforts on enlightening those who are ignorant of the facts and market the area in a way that would hurt rather than help this rapidly emerging neighborhood. The list of properties will be provided at the event.Only two properties are in MLS,the others are being privately advertised and also through word of mouth.We are not real estate professionals and have had to spend a great deal of our limited time contacting owners,agents and tenants to set this up.Virtually every business and organization we approached volunteered enthusiastic support.Only a rare breed or a rare bird can find a negative connantation in any of this

    Like I said - Mr. Kern has some issues. Come see for yourself rather than taking either my opinion or Mr. Kerns. This is a great neigborhood with a lot of great neighbors. They've all worked hard on putting this together - it really is a shame to have anyone disparage their efforts or all the effort that went into turning this neighborhood around.

    The only recent sale in the neighborhood approaching that amount is 513 Massachusetts (NW corner Essex) for $80K 10/25/06 (prior sale from HUD, $29554, 10/24/05). Its assessed value remains $30K.

    It is essential that those $100,000 properties be publicly listed. Anybody anticipating buying a $100,000 house in a struggling low income neighborhood needs "full disclosure".

    There has been much unethical housing activity endorsed by Garrett on Chenago. It must be demonstrated that that has ceased. One of my "issues" is Mr Garrett's repeated liberties with truth, as he testifies in Housing Court as 'expert witness', while never answering a question with a direct response.

    I have indicated below the Chenango houses that were vacant during my September visit to Bflo.

    They are 75, 76, 79, 83, 89, 91, 99, 123, 129, 140, 144. Which are receiving $100,000 of rehab investment?

    Anyone who has questions about the neighborhood, or my ethics I guess since they are being challanged here, is welcome to come join the tour. I'm sure the owners on Chenango would be the best primary source on information about their own street.

    I appologize for all the animosity in some of the comments here. It is unnecessary for a nice positive neghborhood event like this.

    Come join the tour, meet the neighbors, and see what all the fuss is about.

    This should be front page news!

    If true, it is perhaps the biggest private infusion of capital into a westside neighborhood in history.

    Why is it secret? Why would local investors risk $700,000 of their money in a troubled neighborhood but not publicize it beyond the few attending Saturdays' open house their incredible project?

    I do hope that BfloRising sends another reporter to the open house to report the actual addresses of the rehabbed houses & their asking prices. The whole idea of the ML service is to attract as much (worldwide?) attention as possible to listed houses. Yet this revoluutionary project is using only word of mouth. That is even more revolutionarry!

    Secrecy & unaccountablity is killing so much in Bflo. I'll believe the $700,000 infusion when I see verifiable data.

    Until then, buyer beware!

    Well you've got us Dick - it's a big conspiracy. Maybe the investment is taking place because the neighborhood isn't as troubled as you suggest from your vantage point several states away. We'll leave it up to the tour attendees to determine. And, obviously, media would be welcome (as long as they agree to keep everything secret of course :) ).

    I hope that everyone who has questions (or conspiracy concerns I guess) will join us. The neighbors have worked hard on this and it will be the first of many such tours and open house events across several West Side neighborhoods.

    After watching the obsessive posting to this acticle for a few days I feel like I need to put my 2 cents in. I live in this neighborhood and it is a great area with great neighbors who really do care about the future of the West Side. I moved her a year and a half ago and I am amazed at how friendly and helpful my neighbors have been and how everyone seems to care so much about improving the area. We know that in the past this area has been "troubled" or "struggling" or whatever negative term you'd like to use, but those of us who live here (and by here I mean Buffalo, not just the Essex Corners Arts District) know that this area has gone through major improvements over the past few years and that's what this event is all about. We want everyone to see that this neighborhood really is wonderful with great people and great businesses like the garden center, the arts center, the gallery, the restaurants, and more. I'm sure that anyone who attended this event can attest to this. It's kind of depressing to see others being so negative about such a positive thing all because of what sounds like some kind of personal grudge.

    I live in this neighborhood. I love it and the proactive neighbors. We are one block off of Richmond and we are very happy with the value that this neighborhood has to offer. When I talk to people who have lived here all of their lives and ask them how the neighborhood has improved so dramatically in the past few years, they say it all has to do with Harvey Garrett. He is THE MAN.

    While everyone is entitled to their own unique opinion, and outlook, Mr. Kern is apparently working overtime to insult and degrade any of our progressions forward. Their are problematic areas everywhere on Earth from man-made to nature. We are simply dedicating our resources towards rebuilding, and reworking the negatives we're well aware of. No one person is the hero, and no one person is the villian. We are a vital neighborhood that has hopes of being an anchor, to allow stabilization to spread to the rest.Facts and figures, and past mistakes are dead weight, that needs casting aside after the lessons have been taken from them. I am not aware of any flipping happening here, I see and hear a lot of construction going on. I am shocked at the narrow mindedness of some who have to overemphasize their views upon others so vehemenently. Makes me wonder what they are hiding

    This original article was about a 'community'. A growing neighborhood community, and sharing the opportunities we've found in our neighborhood with others. One would think after reading some of these posts that this was all about some slick sales campaign headed up by a con artist. Nothing could be further from the truth. (Harvey really is known here as a nice guy who will help us in the community in any way he can and then some) We are a growing neighborhood. We have a family who moved here from Austin, Texas...one gentleman is via San Fransico...one lady from Brooklyn...my family from the Puget Sound in Washington...and...other Buffalonian's who have found their home here. We enjoy a rich life with many amenitiies. Which, among other things, is a short walk to the Elmwood Strip. We enjoy walking to two great restaurants right here in our neighborhood. We have our own neighborhood pub as well. Our own art gallery! Come spring many of us will be seen walking home with plantings and supplies from Urban Roots. We have an active Block Club. Our first annual Block Party was a huge success...we didn't want it to end! We enjoy a proactive neighborhood. There is much growth ongoing here and will continue. Newell is showing some of the great deals that are still available here for home ownership, and possible new businesses. It's a tremendous opportunity to join our community!

    First...That neighborhood is not the Lower West Side....it's Elmwood Village Lite.

    Second...I agree with Mr Kerns.

    I think Harvey is a shady dude.

    Tesla- First... this neighborhood is the EssexCorners Arts District. While we are located on Buffalo's West Side we are not "Elmwood Village Lite." If we were this event would not have been necessary and homes here would be selling for the same prices they do less then a block away on Richmond Ave. Second...As far as Mr. Kern goes, where was he when Buffalo was hit by the October Suprise storm last year? Because that "shady dude" you refer to was knocking on my door, asking if my family was alright, and offering anything/everything he could provide. And that doesn't even begin to scratch the surface of what he's done for this area.

    Digginit- If you read the previous posts you'll notice that the $100K investment was prefaced with the words ON AVERAGE and Mr. Garrett offered detailed info on some of those properties during his tour of the neighborhood. If you are truly interested, I hope you'll join us on one of the future open house tours of the area where you can witness first hand some of the progress that's being made here.

    Well said Longhorn,I know it was PUSH Buffalo that announced they were going to spend $137K to rehab 129 Chenango http://www.buffalorising.com/story/support_the_push_for_sustainab ,The other Chenango Properties shown are in the capable hands of an experienced contractor who wants one home for himself and hopes to have another ready for spring 2008.As someone who has spent a couple of decades working on older homes I can't begin to tell you how easy it is to drop $40K into a building and barely be able to tell the difference to the untrained eye.Think roof,think mechanical,think structure.By the time you start dreaming of cherry cabinets,marble floors and granite countertops just mouth the word "double".If it is a large project on an older building there are always always always unexpected glitches.Typically your cost overrun will be 20%,the bane of many a contractor struggling to keep a project as profitable as he origanally hoped while dealing with frustrated homeowners and at times a sceptical banker who releases the funds. Now you can see why $100K isn't always off the chart when discussing a major renovation.In fact I can recall rehab numbers like that from residential projecs as far back as 1989,extreme at the time for sure but it happened. Wow making posts here can get wordy....perhaps that's why the tour was a pretty good idea.

    Good to see you've partaken in Mr Kern's brand of Minnesota Kool-Aid. If the unsightly mess you are talking about on Essex Street is Harvey's carriage house, I would recommend that you go take a look at it. It is not done yet and Harvey does take a lot of time. But that is because he is hand-restoring and replacing every single clapboard on it, just like he did with his house on Richmond Avenue. The parts that done look spectacular and the parts that don't; well, you'd get the idea if you went and took a look.

    He deserves a bit of slack on his unsightly property. Even half-restored, it's pretty spectacular.

    I was on the tour. There is good stuff going on in this neighborhood. And Harvey is working too hard to be a shady character. If he wanted to rip people off, he could quickly find other ways that are much easier and faster than community building on the west side.
