Construction Watch: Federal Courthouse

After a brief lull, steel is once again rising at the Federal Courthouse project. Pittsburgh-based Mascaro Construction is building the $123 million, 10-story glass structure. It represents the first new building on Niagara Square since the City Court Building opened in 1974. Court personnel are expected to move into the new facility by mid-2010.

New York City-based Kohn Pederson Fox Architects designed the 268,000 sq.ft. building. The firm also designed M&T Center at Fountain Plaza (former Goldome) and the new Buffalo Niagara International Airport terminal.

A Leadership in Energy and Environmental Design (LEED) Silver Rating is anticipated for the courthouse. The building will provide the courts with nine new courtrooms and 11 chambers, as well as 54 enclosed parking spaces.

A development team has been selected for a vacant commercial site in Waterfront Village. Finally. The Buffalo Urban Renewal Agency this morning named Specialty Restaurants Incorporation as preferred developer for the prime 1.4 acre parcel at 10-15 LaRiviere Drive. I wish they would have made it 20 stories and gotten rid of a few of the other court buildings....that are just god awful monstrosities.
Well the bright side can be seen in the picture. This should seal the fate of the Statler Hotel being redeveloped into a mixed use building. LOL, its lalmost like getting a twofer.

An amber tint to the courthouse facade could remind some of the entrants why they are there in there in the first place.

Like the building, don't like the site plan. Nothing like a big wall along the sidewalk to keep the public away to promote our freedom ideology. A wall that will probably just gather graffiti and scribbles as the new face to Niagara Square and our civic center.

Probably one of the most important new buildings architecturally built downtown in recent years. The previous parking lot was one of the biggest open wounds in downtown Buf.

What do the Falconidae family think of this glass monstrosity? After all, their young will be losing the height and space they need to stay in Buffalo.
It does look like a large pitcher of water!
The Statler Tower building IS Buffalo and has a singular, unique character. This glass thing looks like a baby whale blown in from Manhattan during our last windstorm.
While in its construction state though, it looks like the dead hulk of the baby whale's mother!
In its completed state, it also is a dead ringer for a chrome and glass Pepperidge Farm goldfish cracker!

City Hall, the Statler, Niagara Square etc will look great relected on the facade. A big farewell to the surface lot. A little more imagination for those walls would have been nice.
And it's nice to see there are now 20+ people recycling the same jokes. They got a little boring coming from the same 3-4 people. Thanks for instilling some freshness ;)

I think the building looks great and is a welcome update to the cities skyline as well as a good compliment to the other municipal buildings in Niagara Square. As for this "big wall" that everyone is complaining about, you guys should address you're complaints to the terrorists who attacked the federal building in Oklahoma City, the WTC and the Pentagon. The Federal Government has specific guidelines they follow when constructing their buildings now in light of those attacks.

the convention center really has to go...infact the convention center is the perfect site for another 10 story office building....but Im glad to see this going up and I think the Court Street Tower is next? Any news on that?

Too bad you won't be able to see the building from the sidewalk, as anyone standing from that perspective will only see a 12-foot high blast wall.

Did I miss something? Are the same people that constantly moan about surface parking lots plaguing the entire city upset about a new 12 story glass building? Like the design or not, I personally feel it will greatly enhance that area of downtown, which is already the densest area of the city in terms of high-rises. It gives an older historical area of the city that is full of lawyers and businessmen a new fresh feeling, something that Buffalo is lacking.
I think the design is neat, it's modern, but more importantly it's something new!
How many new buildings above 10 stories have been built in Buffalo in the last 30 years?

Just drove past it today. Driving south on Elmwood it is quite impressive. The finished project is going to go a long way towards Buffalonians feel a sense of progress. According to federal zoning, the building requires a "buffer." Therefore, there is nothing they could do about this whether it's a project in Buffalo, Charlotte or Atlanta.

I think it's interesting that people will be able to stand in Niagara Sq. and do a 360 and get a view of several different types of architectural styles--Art Deco, Brutalism, this courthouse, whatever you want to call it--modern/ultra-modern, the Statler (ornate?), that weird steel and wire sculpture in from of the Holding Center. It's going to be pretty cool. People are too nitpicky about stuff they can't change. Why waste your energy, sink it into something you have some say in.

This building is beautiful and a great addition to the skyline. Someone said here that it was going to be 12 stories, and someone else implied it would be "over 10." I thought I read in the Buffalo News and in Business First that this was only going to be 10 stories in total. Has that changed? Because it would be awesome to see this building go up at least two stories higher than originally planned.

This building does not fit in with our urban fabric....it needs to be knocked down. We need dark, weathered brick, turn of the century style.

like it. It adds a contemporary element to an older square (niagara) and street (court). Much more modern and pleasing than city court, but I don't even mind that windowless box; I like buildings which clearly reflect their eras, whether that means city hall or this.

bflomat - I forgot the apartment building on the St Joseph new Cathedral site as well as the trio of apartment buildings at the foot of Hertel, and the senior citizen highrise in Lovejoy. That gets us up to 17 in the past 30 years.

So we're looking at roughly 1 highrise every 1.8-2 years or so. That's obviously not very much, but more important than flashy towers is a working infrastructure, a streetscape, but more important than all of those are jobs, and a reason for people to come downtown. So while this doesn't exactly provide many jobs, it's more of a flip flop, it does provide us with something new and interesting that people may actually go, hey that city doesn't look like it's still in 1975 and is deserted after 5 pm everytime they visit.

True one 10 story+ building every year and a half may not be that much yet it far surpasses the number built in many similarly sized cities such as Rochester.
