What I meant by organizing is that people like us should do something if we want to see something done. Citizens need to take action, not wait for the governemnt to do something or we will be waiting forever.

Residents Voice Development Concerns
There is a document about downtown revitalization in general. It starts with a public/private partnership where atrractions and destinations are created. Housing follows, and when the demographics are right, retail will appear.
