The Skyway is viewed as a barrier because the land underneath it is a dead zone. By removing the Skyway an additional 27.5 acres will be opened up for development. Potentially creating $15.5 million in property taxes over 20 years....

I'm not sure that Croce actually needs that $5 million subsidy and I think that is probably what the government thinks too. Not sure why $5 million is the hold up in this renovation that is going to cost somewhere...
