  Just because the Green Code codifies what is does not mean that it seeks to promulgate or perpetuate that form of development. The Green Code is anything but the same old Euclidean zoning system of 'yore'. It actively pushes for mixed use in all the districts listed. Land use and zoning are two very different things and the Green Code will address both....

  DTK2OD - I'm looking forward to seeing the draft. I hope you are correct that mixed use will be pushed in all districts. I'm not seeing that at the medical campus, except for the hotel on High Street....

  Delaware Consumer Square cannot be changed into Elmwood Village through a zoning code change. It would be naive to expect zoning to be so powerful on its own. Such a change would require a master planning process and an entirely new street and block network with millions of dollars of new infrastructure on the table. In the meantime a new code must at least recognize what is already there and improve it, if it can. For instance, why not require outbuildings in a retail site to front the street? Easy. From what I understand the new plan recognizes the distinction...

  While anyone is entitled to say what they consider a "mistake", it seems evident that not everybody in the city considers shopping plaza style development on Delaware to be a bad thing. If it's so universally disliked, why does that part of Buffalo with Target, OfficeMax, Marshalls, Kohls, etc. (and the similar part of Elmwood with Home Depot, Tops, etc.) consistently attract so many more shoppers than any other part of the city? Our city government belongs to everybody here, not just to the very vocal build-to-the-sidewalk-and-allow-only-small-stores faction.   Yes, that would be an easy fix. Buildings on Delaware up there are already required to be built to the lot line, but for some reason there's no requirement that the door face the sidewalk. (E.g., the building currently under construction just north of Tacoma.)...
