  I remember when the Elmwood/Bidwell area was essentially a slum, full of run-down buildings and absentee landlords,with trash & dog feces strewn everywhere. Houses were very difficult to sell - I recall a $34K house on Colonial Circle, which sat on the market forever, and one at Claremont & Potomac which had no takers at $13K .   One idea to throw out there, since Bidwell and surrounding areas have increased in home value, why doesn't the Elmwood Village Association or City levy a tax (Olmsted park tax) on the surrounding neighborhood in which the funds could be utilize to clean-up the park in a timely manner....
