The Glaizer study is worth reading, but there is no way to tell from the snippet you posted if their findings parallel your point. New York gets only 79 cents for every dollar it pays in taxes, among the worst for giver states. Nevada is similar - even tho it used to have the highest growing cities - now Las Vegas and Henderson is losing about a thousand or more a month since the Bush Great Recession (they won't ever tell you that). Texas is almost even - at 94 cents for every dollar it pays. The correlation doesn't seem that clear. New York City is growing, while the other cities in NYS aren't. Same for Chicago and Illinois. At least speaking for Honolulu, the reason it's seldom on data lists, is that it is literally in the middle of nowhere, so it's relationship to other large cities is muddled at best....

JMarko - that $0.79 you cited for NYS is from 2005, as is the $0.94 for Texas.
