Residents Frustrated at Lack of Response for Vandalism and Trespassing at Episcopal Church Home Property

Residents in the Columbus Park/Prospect Hill Neighborhood have made repeated attempts to notify officials that the historic, landmarked Episcopal Church Home is unsecured and being vandalized. The residents remain frustrated as attempts to have the issue resolved through housing court, the 311 call center, and a direct appeal to the owner, Episcopal Church Home Affiliates, have gone unanswered.

Property owners in the adjacent neighborhood have legitimate concerns for the security and safety of the seven-acre site in the shadow of the Peace Bridge, including the beautiful Hutchinson Chapel. The entire property has been slated for demolition in favor of the controversial expansion of the bridge plaza.

Entirely fed up with the lack of response, a group of concerned neighbors will be personally securing the grounds today at 5:00 PM, with hardware and materials purchased by area residents. Two large gates have had the locks clipped and remain totally open, allowing for easy access to the site.

Peterjoe Certo, a dedicated resident, said, "The owners and officials responsible for this property may not care about or even tacitly approve the slow erosion of this important neighborhood anchor. So, if they are unwilling to act to secure the property, we'll do it for them."

Once the residents have secured the gates, the keys to the new locks will be turned over to Judge Carney in housing court who presided over this issue last year.

I can only guess: those neglectful owners have good legal representation, while the residents that surround their properties don't.

lady, that raises a question -
Are the collective "we" also putting up with any unpunished vandalism or trespassing that might also be "terrorizing" any neighborhoods near Steel?
(if vandalism or trespassing ever goes unpunished there - maybe it doesn't)

I wonder which ward's alderman are we honorary constituents of?
Maybe we could start a petition or something to show solidarity…

But on a serious note - yeah, it's bad that vandalism and trespassing happens, even in buildings like this which the NYS govt reportedly plans to demolish. With the low punishments so often given for even violent crimes and our DA's office often so hesitant to prosecute even serious crimes except when there's a confession, I'm pessimistic that laws against vandalism or trespassing will be getting much attention from the justice system here.
That said, I'm more bothered by violent crimes not getting enough attention. Ideally, both violent crimes and quality-of-life crimes would receive much better enforcement from courts, prosecutors, legislators voting on jail budgets, etc. … but probably there won't be big improvement in either.

(Weird that the DA's office did prosecute and lose a recent trespass charge against a protestor downtown… so sometimes they're interested, but often they aren't.)

Couldn't you apply the "solution" you proposed in for preservation here? All you have to do is band together with others and change the police and courts to something more to your liking.

Damn. The site takes up an entire city block. It's the first thing people see when they enter the United States on the Peace Bridge.

It'll probably sit for years, get town down, and the site redeveloped with a suburban-style affordable housing project that doesn't even come close to conformance to the Green Code. Please let me be wrong.

What does a direct appeal mean?

The address for Episcopal Church Home Affiliates is 705 Renaissance Drive
Williamsville, NY 14221. Did someone from the community take a drive out to Williamsville?

In case you couldn't guess, "direct appeal" consists of various forms of contact with Rob Wallace, Executive Officer of the Episcopal Church affiliates; i.e., e-mails, phone calls, and direct address at Housing Court appearances, as well as intercession on our behalf by city Inspector Michael Muscarella. Don't worry the property will become so deteriorated that the commissioner will issue an emergency demo permit and allow the owner to tear it down totally circumventing the residents and the preservation board.

The property is only for sale to the PBA so they can knock it down and put in a mega gas station and duty free. All of the politicos are in bed with them!

More than in bed with them, in some cases they are them (Hoyt), and in all cases it's NYS govt's top politicos who appoint the bi-national PBA's five U.S. directors.
Gov Cuomo has the power to appoint 4 of the 5 directors, and the NYS Atty General appoints 5th.

In legislative districts containing the Peace Bridge, voters consistently choose PBA-supporting politicos in landslides over PBA-opposing opponents.

Just last year...
PBA-supporting Mark Grisanti won very big for a state senate seat for which loudly-PBA-opposing Al Copolla was also running.
PBA-supporting Sean Ryan won very big for Assembly against PBA-opposing candidate Joseph Mascia.
The year before, PBA-supporting Common Council member for the district including the Peace Bridge, Dave Rivera, didn't even have any opponent willing to try running against him.

Does anyone know if the pipe organ in the Hutchinson Chapel is still intact? I understand that it is a renowned and valuable instrument. (or perhaps "was"...)

It's not intact. It was ripped apart long ago with the pieces sold off to the highest bidders. In fact, some of the pipes now sit in the window of Starseed Enterprise on Hertel. They make really high-end bongs out of them.

Are you sure the entire property is up for demo??? I've seen several plans calling for the re-use of the chapel. I know that it is the only portion of the structure that has local landmark status. It is an interesing connection between Hutchinson, the episcopal church in Buffalo, "Hutch[-Tech]inson" High School, and the city's growth!

The chapel was up until a couple years ago largely intact- stained glass windows, unique Buffalo-made pipe organ, millwork, etc. I sure hope it still is!

Its just shameful...these are really anchors of the community.

To just through them away for a gas station, a plaza and a duty free is not my idea of anything anyone should be embracing.

I see absolutely no reason why Buffalo must be subjected to this when we have the Whirlpool and Queenston/Lewiston Bridges under utilized.

Id say that the Peace Bridge and Rainbow Bridge which are often at capacity should be primarily for auto (passenger) traffic.

We need one Bridge Authority to make that happen.

We also need a way to reroute traffic when a bridge is at capacity to another Bridge. They do this all over the country. Why must we demolish when we have technology to better use what we have.

Seriously...its 2013 and GPS and the internet and the telephone have been around for decades.

It is possible to redirect traffic based on capacity of a road or a bridge or due to an accident.

I read two days ago that Cuomo and some Canadian officials are looking seriously into putting the trucks on the Canadian side (maybe due to the EPA finding that the air quality is currently poor). This may have a positive impact on the entire West Side area.

I saw the story on the news last night – the chain and padlock they used could be broken by a six year old with a screwdriver. If you're gonna make a statement, at least use some materials that are actually going to deter someone from breaking in.

To imagine a fence, even secured properly, could prevent any dedicated intrusion is preposterous. The fact is, the fence posts are so rusted in spots, they could be felled with a gentle shove. The real story is that this was a prime candidate for reuse, and the owners have completely abdicated responsibility for the property, hiding behind their corporate veil, with the approval and protection of corrupt politicians, blaming outside forces, while engineering this massive destruction. This is an insult not just to a neighborhood but to the entire region. If you're not angry, you're not paying attention.

I am angry, and I have done my share of securing abandoned properties on my block. I was just making an observation that it was a PR stunt and not meant to seriously prevent the place from getting broken into again. That's all.

Too many property owners seem to avoid their responsibility here in Buffalo. The wealthy, powerful, and connected are least likely to be held accountable. I think this mirrors the greater problm of the entitled class abusing the system and exploiting our resources and undermining our communities. With property rights comes responsibility, unfortunately we do not see responsible behavior or effective enforcement allowing many property owners to act without consequence.
