You coudn't be more naive and myopic. Lack of parking makes a city vibrant. It's a sign were on the way up. Haven't you even gotten out of Buffalo and went to a real city. People in NY and Chicago like having no place to park, it actually inhances their quality of life.

Blow it up and replace it with infill similar to those on Rabin Terrace. You know, the kind that match their surroundings and most importantly, hold their value.
UB or Buff state housing for graduates? knock is down and create townhomes for market price and even sub market price would be a nice addition(ha)
I agree with the housing but Buffalo's record on infill that fits with the community is poor. Your likely to wind up with suburban style - characterless - cardboard.

The hospital rooms should be an fairly straight forward conversion into 1-2 bedroom apartments....if so...might be nice to consider reskinning the exterior. Big glass windows but with period touches...similar to LENOX.
Then surround the tower apartment building with townhomes to the curb.

They should at the very least put in as many residential units needed to keep the same amount of capital flowing into the area, and the workers and patients of the hospital were spending.
They can really put in as much residential as they want and it will still do extremely well. Elmwood might be the most desirable place in the city right now.
Personally I think mid-rise condos could work to fit the feel of the area where the hospital itself sits. Put some parking underground to solve any issues that might cause. Demolish the other parking structure which is extremely out of place and fill in that block with similar styled single family homes. The larger the middle class population in Elmwood, the more vibrant it can become, and we can see some more of those gaps being filled in along the strip itself.
Knowing how buffalo likes to make the same past mistakes over and over again, we will probably put subsidized housing there......like marine drive
It would be great if they could convert it to a nine hole par three course with a training component. Total win-win for everyone.

I agree with Bender. Tear the existing buildings down and develop middle to high income condo housing that would attract (or retain) the professional working class that tends to flee to the suburbs once they have school age children.
Develop housing in the areas of the city where people desire to live....this parcel would generate great real estate tax revenue if developed in a way that complemented the surrounding neighborhood.
