This is neat, but is their a law mandating helmets? I think it would be much more enjoyable without a helmet, not to mention how much cooler people would look.

The short answer is that a helmet is definitely required on all scooters and motorcycles in NY. The exception would be mopeds that have a top speed of 20 MPH or less. I don't know of any relatively well made scooters that don't go over 20.

A legal helmet is any helmet approved by the DOT.
49cc and you can cruise with no helmet or license! Lo and behold, almost every manufacturer makes a 49cc model.
Mmm, no. Only under 20mph can you ride without a helmet. You still need at least a drivers licence up to 30mph, and a motorcycle licence above 30mph.
The myth that all 49cc scooters/mopeds are ok to ride helmet and licence free hasn't been the case since what, the 70's?
There are plenty 49cc peds/scooters that can go 50-60mph.
