$15,000 and a dream
After writing about community gardens this morning I decided that I would go visit a few of them on the West Side. While photographing a house being worked on at the corner of Bremen and Rhode Island (see photo below - right), I overheard a couple of workers a couple of doors down talking to a parrot on the front porch. My curiosity got the best of me so I decided to walk over to witness the interaction first hand. Before I even got to the house a buddy of mine by the name of Jim Celotto (a local muralist) walked out of his house (lead photo) and asked me what I knew about the organized mural scene in Buffalo. As we discussed murals and public art, the topic turned to the houses in the neighborhood and Jim told me that he was in the process of selling his house... for $15,000. 

After looking at the front of the house I was dumbfounded at learning the price. I asked him why the price was so low and he told me that it was pretty much a gut job. But after walking inside I realized that Jim had already done the work of tearing down the walls. That meant that a future owner would have a clean slate starting from scratch on the first floor. The exterior of the house still has a lot of character. The molding and the architectural details are intact. As for the interior, the second floor is, for the most part, loosely finished, but in need of some love. The wood floors look like they are in good shape, the wainscoting is still there, the built-in kitchen cabinetry looks good, there's a full unfinished attic... the place needs a new roof, but Jim told me that the guy who lives across the street just added a new metal roof (see photo below - left) and the roofer quoted Jim $6000 for a tear-off and replacement metal roof.

The original part of the house was built in 1851 and the front of the house was added around the turn of the century. The house is located one block from Five Points Bakery and is smack dab in the middle of a bunch of other houses that are being renovated. Left Bank Restaurant is within walking distance. The neighborhood is on the rebound and there are opportunities such as this for anyone who has a good contractor or who would like to do the work him or herself. I am of the belief that deals like this won't be along for long - to me it's incredible that a house like this could be purchased for $15,000. This one can easily be a single or a double. In the end it's a completely customizable house with an option of retaining much of the original character.

"Tagging" is crap people scribble on walls with paint cans real quick, "grafiti" is art. It's no coincidence street artists like Banksy, Mr. Brainwash, Alex Monopoly, are some of the most in-demand artists in the world right now

for the price of an econo-car, get yourself into a fixer upper house . . .

time for someone to start building that nest egg. Work on it for five years and if you love it, stay; if not, then sell: you'll have enough equity by then to get yourself into something you like more.

I'm on google maps so it might be an old picture. But what is the building on the corner of 15th and Rhode Island? Is it an abandoned apartment building that needs rehab? Or has someone more recently done something with it? Also not sure on the address because google maps seems to be rarely accurate...

Houses needing to be rehabbed cost less than $20,000 in this neighborhood because, unfortunately, it is suffering from violent crime and the image that goes along with it. There was an article in the Buffalo News today about a shooting about 4 blocks away from this house. A 23-year old man and his 18-year old sister were shot while sitting on their porch. The young man is dead, and the girl is in the hospital. For many people, it might be difficult to think about raising kids in the area around the Latin Kings street gang, no matter how cheap the real estate is.

From the News:

"The West Avenue neighborhood has been the scene of gang violence and gunfire in recent years...In the same neighborhood - in the vicinity of West Avenue and Rhode Island Street - a man was arrested last Dec. 9 after he allegedly fired shots from a nearby home into the bedroom of a West Avenue woman. Also in the same block of West Avenue, police said Juan Quinones, 22, was shot and killed in March 2009. He was identified by police as a suspected member of the notorious Latin Kings street gang."

rising investment and, eventually, rents, have a way of pricing unemployed thugs out of the neighborhood. unless you consider investment and improvement a form of gentrification that must be thwarted.

I live around the corner and it has been (for the most part) a very safe, friendly neighborhood. There is no reason to be scared over here in the five points area.
Its an incredible, diverse community that is a wonderful place to live.

Ditto. If you do nothing but read the news you'd never leave your house. I've lived in the 5 points hood for several years and I've never felt unsafe. Don't buy or sell drugs and you'll avoid getting shot.

The victims of these shooting are almost without exception gang members, thugs, or other criminals. Two pedestrians were killed yesterday in the suburbs, this has become quite common in the past year. It might be just as difficult to think about raising kids where car related death seems to be commonplace. The victims in the city are rarely innocent, the risk of being shot is miniscule if you are not involved in criminal behavior. The risk of being killed or maimed by a car is much higher and much harder to avoid in the suburbs.

I live on this block. There were 6 vacant houses 2 years ago and all 6 have new homeowners who are putting money into their houses, including a guy who did a gorgeous $90,000 rehab at the corner of Lowell and Rhode Island about 6 houses away from Jim's. West and Rhode Island might as well be another planet. Neighborhoods are a lot smaller than 4 blocks. If you went 4 blocks the other way, you'd be on Richmond in the Elmwood Village.

Roomer around the hood is, 435 Rhode Island was just sold and its going to be a Wine store. Not like the Discount type a nice one. More and more investment keeps moving into this neighborhood. Now I will be able to walk to get my wine, flowers and a cinnamon roll at the same corner.

Sold in 2008 for $3,000. 400% increase with no visible work accomplished. Well... I'm jealous, kudos.

Just curious, what kind of person rents their property to thugs?
What kind of person keeps renting to thugs?

Better screening (pre-rental) and conscientious property management go a long way to uplifting neighborhoods.

Slum lords perpetuate slums. People who buy properties, rehab and maintain them draw others who do the same.

It's not for everyone, but, thank you to everyone who has the guts to take the chance. You are among the many people making this place better.

"What kind of person rents their property to thugs?", that's easy, absentee landlords. We have been fighting this for years here in Black Rock, owners with no real stake in the neighborhood buy low and milk properties until they are worthless, then they walk away leaving a vacant dump. It used to be mainly suburban landlords that were the problem, now it is out of state or even out of country owners. One of the worst offending properties (the only one) on my block is owned by a guy from Brazil, he has no shame and will rent his units to any paying customers, no references required.

A big part of this perpetuating problem is with enfocement..the city wheels move slowly enforcing this problem...Landlord Licensing is a big joke...only a money making scheme authored by Councilman Fronczak...there are no teeth in this law, just referral to Housing Court...which is an even slower ill effective scenario..even when you're lucky to get any prosecution, or fines, they snub their noses and never bother paying, and the city has little effort in collecting! The City Administration is its own worst enemy in Housing Problems...throw a few Landlords in jail for a few nights, seize/freeze their assets, make serious examples for all to see,and many Absentee Landlords will fall in line. AS for the supposed licensed property mgrs that are designated by the absentee out of town property owners as required by the landlord licensing law...hold them accountable for their poor management practices, of only renting for the $$ and not screening tenants properly..after all they dont care either, they just want their fee and commission.
I am a responsible absentee landlord in the area, and have experienced much of what you are saying and totally agree with you...the laws need to be ENFORCED STRICTLY, but the system fails miserably here in Buffalo.
Until this happens, more and more owner occupied houses will become available for sale as people flee for safety, and will be bought up by investors, and will only perpetuate this scenario

You still get some street drama and nonsence from some of the renters. But, still a good investment. The more good homeowners the better it gets. like anywhere you have good neighbors some bad.

This is a nice little article but the title should really be $15,000 for the house, $18,000 in bank liens, $1,000+ in back taxes and a Dream.
