Proposals Sought for Artwork Using the Skyway and Connecting Terminal Grain Elevator

The Erie Canal Harbor Development Corporation has taken a significant step towards its goal of including public art at Canalside. ECHDC has issued an RFP that invites internationally and critically acclaimed artists who can demonstrate the ability to design and implement large scale, complex, public art commissions to submit qualifications and proposals for an art commission at the Skyway and/or the Connecting Terminal Grain Elevator (CTGE). ECHDC will work with representatives from the New York Power Authority (NYPA), which owns the CTGE, and the New York State Department of Transportation (DOT), owner of the Skyway. The current project budget is $1.5 to $2 million.

Proposals will be evaluated by the ECHDC Art Advisory Group, which is composed of local and nationally recognized art professionals and collectors. Louis Grachos, Executive Director of the Albright Knox Art Gallery, is the chair of the group. Members include Molly Donovan, Associate Curator at the National Gallery of Art in Washington, DC; Sandra Firmin, Curator at the University at Buffalo Art Gallery/Center for the Arts; and Michael Joseph, President of Clover Management Inc. and prolific collector of international contemporary art.

The Art Advisory Group will evaluate artists based on their past performance and experience with commission of projects similar to this RFP.

"Buffalo has a long tradition of embracing and encouraging the work of the world's best artists," said Grachos. "Bringing that remarkable legacy together with the extraordinary changes happening at Canalside will further enable Buffalo to establish its place in the 21st Century."

"The New York State Department of Transportation is pleased to be a part of this exciting project to bring art to Canalside and the Waterfront," said Acting DOT Regional Director Darrell Kaminski.  "We look forward to continuing our partnership in the redevelopment of the waterfront."
 
The Art Advisory Group will recommend up to five qualified artists to the ECHDC Board of Directors on November 15, 2011. ECHDC will then establish a Selection Committee consisting of ECHDC and Empire State Development (ESD) personnel; the Art Advisory Committee; and representatives from NYPA, NYSDOT and the City of Buffalo to review the artists proposals. Following a series of public presentations and final evaluations, the Selection Committee will recommend to the ECHDC Board of Directors one or more final artists to select, contract with, and move forward with final design and installation.

All artists who wish to be considered as candidates for this commission must submit their qualification materials by noon EST on October 6, 2011. All questions regarding the RFP must be directed in writing to Kaitlin McGee, Assistant Project Manager at ECHDC. Contact with any other person at ECHDC, ESD or the State regarding this solicitation is prohibited by law.

So is this project going to be painted or lights? or is that part up in the air still? Either way I'm glad they are looking into something. I think lights would be best since they could changed a lot easier than a repaint-job. Would also be something to see during the long dark hours in the Winter.

This article made me chuckle with all the alphabet soup names, but I guess that's a good sign since a lot of different agencies are coming together.

No painting of Skyway or grain elevators will be allowed. Go to the ECHDC website to see the RFP. Do a quick read--it's enlightening. One of the gems I found was the intent by the ECHDC to re-do the roof on the grain elevator in 2012.

The winning entry should have something that has a difference in view between day and night, and perhaps a difference in the summer and winter.

If we can't tear down the skyway, I think Buffalo needs to turn the skyway from blight to an 'it' factor.

I hope all the powers in charge talk with the Sabres/FNFG. I've talked to Ted Black in one of the chat sessions he does and he loves the idea of lighting up the City in Blue and Gold. It could then be changed colors for other events like the peace bridge does.

This is absolutely the right, and a great, direction for the ECHDC. A world-class artist putting his/her imprint on that god-awful Skyway is a, well, world-class concept. However, please do not permamently deface a grain elevator-those are works of art in and of themselves (let the Haters hating begin.....)

The only art installation for the skyway I would like to see is a huge crane and a wrecking ball tearing it down. The grain elevator is the only thing I would seriously consider worth the time and effort. At least it's something that represents the positive history of the city,

I can't believe it, but after being a big advocate for removing the skyway, after going down there this summer, and experiencing it, I sort of like it. Whether people like it or not its a part of our City and I feel it adds to the urban-feel and uniqueness of the whole site.

Smaller steps like this are smart and lighting the skyway with a splash of colors will change some peoples opinion on tearing it down.

Great moves. I can't wait to see the result, it will make this area even more one-of-a-kind.

I hope that artist submissions employ creativity that amounts to more than paint and a simplistic festival of lights. This is not about lipstick on a pig: this is an opportunity to finally begin to address Buffalo's severe lack of public outdoor art and this waterfront location is a great place to start.

As one who spent everyday at The Gates during its run in 2005, I thought it was one of the greatest outdoor installations I have experienced in the United States.

Buffalo's RFP is obviously for a permanent art installation but I would love to see a separate endeavor to have the grain elevators wrapped in Christo's magic fabric. Buffalo would get thousands of visitors from around the world. (NYC's hotels sold out during The Gates.)

Gates was a bad example since it was 20 Million Dollars for a 2 week display and the artist paid for it himself. I don't question the attraction value of something that large but I felt the installation was fairly pointless, just my opinion.

Like i said before i hope we get something like the Image Mill, very artistic yet tells a real story, 'The Story of Buffalo', although I didn't notice that requirement in the RFP.

You complain about Freemont Street, yet this is EXACTLY LIKE WHAT IS DONE ON FREEMONT STREET!!!

Cheap-ass lighting effects on a surface...only this one is a nice historic building that is good WITHOUT the cheap-ass effects, and a nicely designed canopy for a street of casinos in a garish city THAT WAS SPECIFICALLY DESIGNED FOR THIS LIGHTING DISPLAY!

Snd I think your example is infinitely more "tacky" than Freemont Street will ever be!

The difference is my example was a mapped 3d image so you can match the design to the canvas. This would be most effect on the cylinder curves of the silos. Those are just examples of the technology available to artists to tell a story. I suggest you watch the Image Mill videos.

My comments stand as written. You don't know what you're talking about. The Fremont Street and the Buildings are EXACTLY the same techonology and the same "tackyness" or as "artistic", with the same faux pictures superimposed artifically on their respective surfaces.

I went to all the sites you linked.

No it is not. Have you actually been to Fremont? It's Kiss music videos and crappy 60's songs, shown on a giant LED screen, not superimposed on any buildings. It's just a giant TV screen, the Image Mill is superimposed on the buildings and tell a real story of the City.

Wow didn't know anything like that in the video was possible with just lights. Would love to see the skyway lit up with something like this and can you imagine a giant 3D Sabres logo on the grain elevator at night as you are walking to the game? That would be really cool and add life to the space at night

Buffalo has a long, deep history of connections with some of the worlds finest artists, due to the prominence of our institutions: AKAG, Hallwalls, Burchfield, etc. I have no doubt that, with the access Louis et al have to these artists, we can get something truly inspiring and unique. I also envision that it will need to comprise multiple artforms, as the Skyway, in and of itself, is a huge project. As is the Terminal.

Nonetheless, let's do something huge and awe-inspiring.

1). Mount solar panels on top of already-existing light poles along the skyway.
2). Run power wiring along existing conduit underneath the structure
3). Run LED strips along the edge of the skyway, powered by the solar panels.
4). Install LED light sources beneath the main supports for the skyway that pass over canalside, both the river and ship canal and onto the outer harbor to illuminate the support legs.

Result: Dynamic moving light/color changing display along the legnth of the skyway, with the ability to bathe the underside in various colors: blue/gold for Sabres, red/blue for bills or national holidays, pink for breast cancer awareness, red/white for dyngus day etc...

Is the skyway directly over the river high enough for bungee jumping? Also - the wikipedia page for the USS Little Rock has no images and very little information. Are there any experts out there that can expand the page?

Here is a link to a recent mural project completed at the Harbor. The mural ties together the architectural forms and space of the mural surface, the skyway, the grain elevators and the Buffalo skyline. The outcome is a minimalist composition directly dictated by these forms. I haven't included finished photos of the project so you have to go downtown to see it and find the three vantage points where the mural lines up with the architecture around it.

Of course the budget for the project was nowhere near what the budget for these next projects will be but it will give you a taste.

PLEASE PLEASE PLEASE someone call Jennifer Steinkamp. Her exhibition at Albright Knox was incredible. Imagine the supports of the skyway shedding their concrete to feature video/light undulating greenery or whatever amazing concept she could come up with. Really has the chance to turn the skyway into a tourist attraction if an artist like that attached their concept! Talk about turn a sh*t factor into a complete it factor!!!!
