Hot For Teacher (Part 2.0): Dr. Bhangoo Bills District $4.3M Last Year
As we wrote about yesterday, the Buffalo School District spent nearly $9M on cosmetic surgeries for teachers and staff last year.  Given the exorbitance of this expense, this story has been picked up by national news sites including the Huffington Post and the Washington Post.  And while the $9M is a shocking number, there is an even more amazing detail.  One doctor - Dr. Kulwant Bhangoo - billed the district $4.3M last year, nearly half of the entire amount spent district-wide on cosmetic procedures. 

WGRZ spoke with Dr. Bhangoo yesterday and he said "there has been a tremendous increase in volume of patients that I treat . . . many of them wanted to come and get the treatments before it (coverage) was taken away."  He went on to say "the volume became so much that it became necessary for me to open other locations to service all these people."  Dr. Bhangoo also confirmed that the vast majority of cases he handled for school employees were for "appearance enhancements" including cellulite treatment, botox, hair removal and vain treatment. 

Dr. Bhangoo has his primary office on Cazenovia Street across from Mercy Hospital. He says he's had to expand his locations to fill increased demand from teachers and their families and while no other locations are listed on his website, his office does say the doctor has additional skin care centers around WNY.

I want to defend teachers whenever I can for all they have to go through, I cannot imagine how difficult it is to deal with todays children and parents but stories like this make it harder to defend them as with all public unions empoyees they just do not get it, there is no more money for these fat benefits and the public and press are watching everything. Bravo to Gov Patterson for cutting 800 positions. The unions should have negotiated when they had the chance.

I'm not sure why...but this doesn't strike me as the worst thing in the world. They negotiatied something, change it next time. These people are working, it's not like the benefit is just being handed out.

On the other hand, the Dr. is probably exploiting one factor. It breaks down to about $17,000 a day that he's billing. An insurance company would say, we'll cover 60%, or some figure around that. The Dr. pretty much has to accept the figure. Here, it appears no one is knocking down the figure. Any $1000 procedure, billed to insurance, you can probably negotiate for 500 to 600 cash.

One last thing, he must be pretty damn good.

At least he is a city resident! That $4.6 million dollars went to pay for his $2.1 million dollar home on Waterfront Circle. At least he isn't contributing to suburban sprawl.

I have a friend with his Masters in teaching and English that just found a teaching job after several years of looking and waiting. There's probably 500 recent graduate teaching candidates that cant find jobs that would gladly take any paycheck, let alone a paycheck that comes with cosmetic surgery benefits. Let the market sort out labor.

BenFranklin... that's the problem in NY, you can't negotiaite anything out of a contract. The Board has tried without success. So DO BLAME the teachers union on this one. The problem is, the Taylor Law allows for arbitration on contracts when agreements can't be met. So the unions, with a sterling winning track records under arbitration, chose to go to arbitration whenever they don't get what they want and th judge decides to keep all negotiated terms in previous contracts in new one. It's regressive and ridiculous.

And I don't blame the doctr one bit. He provides a service, has employees and a business. It's not his role to turn customers away out of some atruistic belief that the system is a mess. Blaming him for providing a service is growing misses the point that the system needs to be fixed, not his company.

Sprawl.... I can't even go there. It's such a misplaced argument in this case. Stop blaming the suburbs for the city's problems.

I'll agree that I don't understand the negotiation that goes on between the city and the teachers. It's also fair to say that this is probably the first post where I've said something vaguely pro union.

That being said... how much different is this than some other type of stimulus spending? In the case of the federal government, we'll just pay for it X years from now. In this case, city tax payers pay now.

It's easy to gripe about this, because we can all understand what's going on. But if you complain about the Billions (not millions) that our really getting wasted associated with the new health care proposals...you get labeled as a wacked out tea-bagger.

Small scale (millions), paid now, you'd think the sky is falling. Big scale (billions), let our grand kids pay it, that's good government spending.

Citizens also have a say about the Taylor Law, at least in theory. People who want public unions to continue having the crazy powers they're given by the Taylor Law should be sure to vote for Cuomo.

So the rest of the doctors aren't news worthy? Their pockets were padded slightly less? The story talks about $9 million. Which practice/s did the remaining $4.7 million go to?

Please don’t take this the wrong way, but I am sure some here will, since 4.3 million is a freaking truckload of money, but I can guarantee you Dr. Bhangoo did not pocket all that money. Just like some news agencies misrepresenting the paychecks of teachers and other public figures to generate outrage, here to is a misrepresentation of personal income (the insinuation that business done is equivalent to personal income).

One must remember that Dr. Bhangoo does not price these jobs arbitrarily. Much like mechanics, Doctors have a prescribed (no pun intended) system they must follow when billing a patient. This prevents wholesale fraud and fleecing by the more morally challenged and ethically weak individuals in the field. Another factor to consider here is that he must pay for facilities and staff – which include their insurance policies and retirement services. Finally, the two largest costs are New York State medical malpractice insurance and the New York State business tax (which, in Dr. Bhangoo’s case, puts him in the upper threshold of 35%).

So, believe me, I am not crying a river for the Doctor, I just think we should be fair and consider all sides of this issue instead of the knee-jerk reaction when an astronomical sum of publicly collected money is attached to one person while most of us are struggling just to get by . . .

NO. This doc is doing his job. Don't blame him for NOT turning down patients that were going to pay him for his life's work. This is blatantly the fault of the city, unions, and the the teachers that were using the system for personal advantage.

Honestly, I think that its fine that BRO wants to blow up this story, but it is wrong to attack and place a picture up of this guy.

Very disappointed.

hey, I'm not saying the guy's not qualified as a plastic surgeon. He's got impressive credentials. I can certainly see why America's medical landscape attracted him here.

I'm also not saying he pocketed all the money he billed; he has office expenses and malpractice insurance and taxes, etc. But he makes far more in our crazy medical system than he could anywhere else in the world. And he built his practice here, evidently, primarily from members of the Buffalo teachers union. Lucky taxpayers. Make somebody rich on taxpayer backs for surgery that's completely unnecessary. I have a very dim view of cosmetic 'vanity' surgery to begin with.

It is our ludicrous medical system which is to blame for the salaries of plastic surgeons. I certainly see why some guys gravitate toward this field and this nation's medical system. It's a bonanza.

Too bad we pay twice as much per capita as compared to the rest of the first world for a medical system demonstrably inferior to theirs. Costs like this are a big reason why.

I hope that I am not contributing to a rumor mills but I seem to recall that the Dr. has foreign patients who visit here for his medical services. If that it true then he should be congratulated for his practice of excellence and attracting business and money into the area.

Remember that doctors have to sign off on all of these procedures and many of them are doing it simply to pad their pocketbooks or the pocketbooks of their colleagues......This guy knows how to milk the system just as bad as any teacher getting "improvements"

All of these procedures are supposed to be deemed medically necessary and the Doctor should have documentation to back it up. Is anyone going to take a look at the medical necessity paperwork? Is there anyone connected withe the district or BC/BS who checks BEFORE the surgery takes place?

@Ben This is not a service paid for by the insurance company. The rider is paid for in full by the district.

To be fair, Dr. Banghoo can remove facial hair like nobody you ever met before. He' the Elvis of the facial hair removal industry. So we need to pay some respect here.

F it. If these people can get away with it, then go ahead. Like a friend of mine said, the taxpayers approved it. Or at least, they didn't vote it down. How I really feel is that Buffalo Public Schools are a giant toilet bowl in every sense.

Lester hate teachers they should get no money and pay this money back. they are steeling from the poor people and poor childrens of Buffalo. they spend all time on cell phone to doctor to make them more bueutiful there should only be charter school those teachers mostly volunter the time and get nothing else. Plus most teachers should be women excpet the leaders becasue womens don't should not be paid much.

but i hope that those who need reconstructive surgery (i'm thinking breast cancer survivors and people who had disfiguring accidents) can still get it.

Well, maybe if the teachers were put on their correct step ACCORDING TO THE CONTRACT, they would not feel like they needed to make up for the $5000 a year they are losing from when they were frozen.

Obviously, many people who read BRO don't understand the meaning of the word CONTRACT. Or maybe you don't realize that Buffalo teachers are being paid way below what they are supposed to be paid ACCORDING TO THEIR CONTRACT.

Are teachers supposed to work for free?

And don't give me that they don't deserve this rider on their health insurance (WHICH IS IN THEIR CONTRACT)--it's there and they have every right to use it. To the max if they want.

If you're jealous of the fantastic pay and benefits of those that teach our youth, go to school and become a teacher.

pbm, you are a right a CONTRACT is a CONTRACT, but in some cases there is just no more money and that pretty much overrides a contract out of sheer reality. In some cases, not just teachers, these unions need to face reality or just be fired and lose evrything. Then the remaining members can keep thier benefits while children and tax payers suffer with lower quality product

pbm, eventually tenure will be done away with and less lucrative contracts will be the norm. While this is happening, more and more charter schools will be started. You'd think the union would want to garner a little good faith and put their benefits more in line with the societal norm. They have excellent insurance without this rider and you'd think they'd want to keep it. We'll see if they do.

And then less and less qualified people will become teachers....Would you teach for less than what a nurse or corrections guard makes? A bachelors and masters in business usually means a great paycheck but teachers should be paid peanuts.....That's rediculous....Tenure will take years to eliminate and the "successful" charters in Buffalo...I guess KIPP and Stepping Stones and Buffalo United where the gangs recruit right afterschool in the parking lot are success stories....Sure there some that can pick who they want and toss back the troublemakers.....It happens at CSAT which always receives recognition even though they don't have to provide all the services for special ed kids since it's in their charter....I could run a successful school if I pick the kids as well

That's the problem. Darwinian free market forces are not in play. Distorted emphasis on tenure protects many incompetent workers.

Yes, they can. That is not what this rider is about.

Incidently, teachers, there is no such thing as risk-free elective surgery. (Infections, complications, botched cosmetic appearances, reactions to drugs.) Think twice before doing this.
