Many gasped in disappointment as builders began cladding the new federal courthouse on Niagara Square with heavy concrete panels.  We had been promised a shimmering glass building.  Was this a bait and switch? Had cost cutting sliced the life from the building?  We were assured that the building is still destined to have a curtain of sparkling glass cladding.  

The dramatic curving main shaft of the building has been designed as a double wall.  The inner concrete wall has smallish windows of varying sizes grouped in multiple compositions.  On top of this will be mounted strips of frameless glass panels that will appear to float from the building surface.  The concrete inner skin is almost certainly a response to the 9/11 attacks and the Oklahoma City federal building bombing.  Since these tragic events, guidelines for the design of federal facilities have been developed to inhibit the effects of terrorist activities.

The double wall concept in this building is an interesting response to codes, which could easily result in an overly heavy and unfriendly building. Will it succeed?  It's been hard to tell as we've waited patiently for the glass panels to start going up. Well, the wait is over. Now, you can get a sneak peak at the proposed cladding system on the south end of the building site near Delaware Avenue.  Workers have erected this full-scale mock-up of the curtain wall, showing all the relative details including the glass.  One other odd element included in the mockup is the detail scheduled for the base of the building as it touches the ground. I say odd because the building base will be composed of a somewhat folksy looking stone wall.  Not exactly what you would expect from this boldly modern building.  Even after seeing this glass mock-up the jury is still out in my mind. Although the glass has an obscuring translucent fritting at portions of its surface, it still seems a bit too clear to overcome the heavy concrete backing. I hope they plan on lighting the inner surface of the wall at night. It could become a spectacular lantern on the skyline. I can't wait to see more.

This mock-up is quite discouraging. Instead of looking like a blue pitcher of water, will the building instead appear as a tan bunker? If so, that's unfortunate. Even though 9/11 meant tougher design standards for these buildings, good designs have been possible. The U.S. District Court in Central Islip, Long Island, designed by Richard Meier, is one example.

the terrorists won. This is a very bizarre response to our "post 9-11" circumstances. It could also be a metaphor for our gov't's faux transparency.

Imagine the courthouse Morphosis could have given us.

why did they build it facing into the site and facing north? the lack of direct sun light will not allow us to see the reflective properties.

Worthington is talking about the mock up's location, not the building. I assume the mock up is more for the builders and fabricators than the general public. That is the only logically reason why the glass faces inward. If that is not the case, I am at a lose.

i'm sure it will turn out just fine. it's just a little misleading because of the images we've seen of it. it looks to have a blue tint, but the mockup appears clear. i like the idea of a ligthing scheme in the space between glass and concrete.

Is that some sort of renovation/ upkeep being done to city hall in the background? anyone know what they're doing?

They have been re-pointing \ cleaning \ replacing the masonry. They did the dome and top a year or two ago and now it looks like they are doing the wings.

Glass boxes, or in this case cylinders, are banal. Does anyone rave over the glass cylinder in Fountain Plaza? Who gushes over the Tishman building? This design is deeply unworthy of its site.

Lorem, no one ever claimed the glass building at Fountain Plaza to be noteworthy. (It could've been, though.) The Tishman building is very nice; it's just sad that it had to replace a gorgeous structure. This building has/had a chance to be sleek and unobtrusive. (If a courthouse on Long Island can be designed by Richard Meier, couldn't Buffalo have received similar attention?) If the glass here is merely a transparent shell that doesn't camouflage the tan concrete bunker beneath it then it's another lost opportunity.

The building will be spectacular. It has tremendous potential to be colored or white or blue in the daytime. The light "beacon" atop the transportation tower will be spectacular as well. It reminds me of the light beacon that Ray Moryima of Moriyama & Teshima Associates of Toronto envisioned for the pedestrian mall in front of AM&A's. That over arching decorative metal work, with the glass center insert, was supposed to receive and refract light rays. It never happened. I am hopeful for the courthouse that when all the pieces are in place the color will be there. Kind of like the color of the ocean reflecting the sky to make it blue. And if lighting the inner wall surface is possible I like it even more.

Concrete garbage can. It should have a gigantic chrome sign on it, like the metal garbage can at Elmwood and Rockwell.

When the entire building is outfitted with these panels it will look great. It's just hard to imagine it when looking at those mock panels up close, it's much easier to pick out the faults. But when there are hundreds of them reflecting the blue sky in unison, no one will think twice about the design.

After looking at the mock up, I am not at all optimistic this will look appealing. We get clear glass to look at the concrete? Odd. Thought the glass would obscure the concrete, but evidently not. Maybe the finished product will pleasantly surprise me. Hope so.

I forgot...Bashar Issa's 40 story tower as the back drop for the new courthouse would have been quite dramatic but its not going to happen anytime soon. I know the property was purchased from Issa and I hope the new owner will build something that can be reflected in the new glass wall of the courthouse.

I stumbled upon an article the other day where he planned on buying (or maybe even bought) a yaght and a bunch of jet skis for his guests at the Statler to enjoy on the Lake when they stayed at his hotel. That would have been awesome.

They should sell space on the individual windows to companies for advertisement purposes. This would maximize cost recovery of public funds.

I remember having lunch with Issa and he inquiried about purchasing the H.H. Richardson complex with NY State aid.


I told him about the RCC and the quality Board Members taking on the rehabilitation planning process and he said flat out he wanted to purchase the complex with partial private funds and NY State funds and speed up the rehabilitation process. He is quite a charismatic person with boundless energy. He was quite refreshing. I don't think he was a creep, rather unrealistic with a little ADD.

having done a few of these glass mock-up reviews myself i wouldn't get too worried about the mock-up alone...

personally i think the building will likely look a lot like the rendering on a sunny clear day albeit a duller perhaps...

look at the avant building... it is also clear glass and one a clear day it looks blue or on a gray day it looks gray...

the way glass works as an architectural finish is that you are going to see whatever is on the brighter side of the glass... if its sunny out... you see a reflection of whatever is outside, if its dark out and the lights are on you see the interior... the same holds true from indoors... night time you see a reflection of the interior and day time you see out side...

What is the plan for the light beacon at the top of the courthouse? Will this be similar to the light beam at the Luxor in Las Vegas...obviously not as big and bright? It would be nice to see a single beam coming up from the skyline from the courthouse in memory of 911 victims.

Issa isn't a creep. It is just hard for anyone in Buffalo, or the country as a whole it seems, to get excited about someone with an optomistic vision. Look at how people mock Obama's hope and change message. Since when is hope a bad thing? Since when is a guy pumping our ego and adding dollars to the economy a bad thing?

Did he succeed? No. Was he overly optomistic? Yes. I think, though, that his failure was more due to the confluence of economic events and the credit crisis than anything inherent in him or Buffalo. I'd have loved to see the city tower get built. I think it would have been a success.

As for this building, it is a disappointment at this stage. I'll cross my fingers and hope for the best. If the design codes changed between the original plan and the start of construction then perhaps GAO should have gone back to the drawing board instead of just trying to modify the existing design.

Oh, for chrissake...

People - it's a MOCK UP!!!

Give it a chance to be COMPLETED!!!

We do these mock-ups all the time, and it is always hard to visualize the TOTAL completed project with just a small sample.

Maybe the people involved have also noticed the "clear" appearance of the glass and that's why they wanted a mock-up - to adjust it to bring it more in line with the blue tint - or maybe that's exactly what the architects envisioned.

"Clear" glass by it's very nature has a blue or blue/green tint - and will always reflect the atmosphere around it. Some has more tint than others.

I think it will look just fine when completed - and there will always be people who will still complain about everything.
