Today at 3PM, Councilman and mayoral hopeful Mickey Kearns held a press conference to announce that the Buffalo Common Council has voted unanimously to apply for USDOT Tiger Grant funds to take down the Skyway.  The grant for supplemental discretionary funds, which the City would have to file, is due in on September 15th of this year, and according to Kearns, the money would be available until September 30th of 2011.

At 3:18PM, John Norquist, President of the Congress for New Urbanism posted an article on his CNU blog that addresses our skyway, with the headline Buffalo: Dead or Alive?  In it he names all of the cities that have benefitted from skyway removal and concludes that "Buffalo needs to make up its mind" if it wants returned wealth and status as the "crown jewel of the Great Lakes."

Kearns thought it might be an ironic twist of fate that Norquist turned his attention this way today, as he's been a fan of the former mayor of Milwaukee since his very first days as a councilman.  After asking staff however, it became clear that Norquist was CC'd on Kearns' press release about the skyway press conference, which makes perfect sense.  Norquist has been on a campaign to have skyways removed from several American cities, as he did in his own Milwaukee, because he sees them as great barriers between people and waterfronts, people and commerce, people and development.

Kearns called to mind a cost benefit study done by the DOT in which the recommendation was to take the skyway down, a skyway that Kearns reminds "will cost $42 million in the next 20 years in maintenance alone.  This is an opportunity to take down a barrier to the waterfront," Kearns says.  "To those who say we can't afford to take it down, I say we can't afford not to.  We need to realize our vision for tomorrow today."

Addressing the controversial Route 5 elevation upgrade leading to the skyway, Kearns said that one of the major problems is that projects are segmented instead of looking at the big picture.  "We should have been looking at Route 5 in conjunction with the skyway's future.  It's the same with the Peace Bridge and the truck plaza," Kearns said in reference to opposition from the adjacent neighborhood to those projects.  

"No one is against a new bridge," he said, "but no one wants to see a neighborhood taken out and replaced by a truck plaza.  And it's the same thing with the Pitts hotel on the waterfront.  Did it take into account the Aud, Bass Pro, the Inner Harbor?  When you don't have synergy, you lose, and you only get one shot every 50 years or so."

Going one step further, in reference to both Route 5 and the truck plaza, Kearn's said, "No authority should be making decisions about our future.  Authorities should not make decisions for people.  Pardon me for saying this, but the DOT has played [mayor] Byron Brown like a fiddle."

Kearns says that the most striking thing about the Memorial Auditorium being down is the skyway, looming above Buffalo and impeding development.  He also says that the removal of the skyway and replacement with a boulevard can still work with the ongoing elevation of Route 5. "We have to tell the DOT we're taking the skyway down, regardless of Route 5.  I respect [Congressman] Brian Higgins, but there is a hybrid plan we can employ on Route 5 that has some deviations.  It would be more expensive, but we can make it work."

Kearns says we can't afford not to do it.  "It's like going to the doctor; you can afford it because the alternative is more costly.  We'll all be gone some day, but everyone else is stuck with bad decisions that politicians make," Kearns says, separating himself from the pack.  

But he ends with, "When I'm mayor, that skyway is coming down."

If learns is this confident he is going to do this, I don't see brown winning this election. Sooooo manynpeople would supper him because of this. The election can't come soon enough

It's good to see fresh enthusiasm about the Skyway again. I admit, I haven't heard much about it recently and was expecting the worst. I remember Higgins got a good roar out of people when he joked during the Aud demo that they should move the cranes over and "take down that Skyway," so it's good to see that this issue is still alive and kicking. Let's hope this vote bears fruit.

5to81ALLDAY - If Kearns doesn't make the primary, I would hope he'd make a big enough stink about it to force the issue. Supporting Skyway demo could brings TONS of support to him and anyone who runs on it. It could even bring other issues like NFTA foot-dragging on the Outer Harbor to the table. Now that Common Council is unanimously onboard with the Skyway, Mayor Brown should too.

And anyway, if the skyway was gone tomorrow, how would the city be different really? The 190 will still be blocking our waterfront.

Its too bad someone wouldn't just take a couple sticks of dynamite and blow part of the damn thing up already so it would have to be taken down. Thats the only way its ever coming down in my opinion.

The Skyway should be lit up like the Peace Bridge. Here is a great example of what it could look like, it is the MacArthur Causeway Bridge, it links Downtown Miami and Miami Beach.

There are many bigger and better ways to spend money and the Skyway and 190 are not stopping development on the waterfront it is such an easy place to toss blame but the Skyway actually blocks UGLY factories, grain mills, car junkyards, and other industrial mess that exists from HSBC arena South all the way to Hamburg on the interior part of Skyway/Rt 5 (pretty much except for Tift Nature Pres. which is actually far past the Skyway). Ride into Canalside area on a boat and look around and especially South towards Lackawanna...you will realize the Skyway is not the problem!!!

The issue with comparing the Skyway and the MacArthur Bridge is that MacArthur is actually over water, not over land.

The Skyway blocks development because it take up space. It looks even more ridiculous now that the Aud is down and it is wrapping around for no reason.

Everything that takes up space isn't necessarily blocking development.

What kinds of additional private sector economic development in Buffalo does ayone seriously think would happen if many millions of public dollars are spent to remove the Skyway and replace it with something else to carry the traffic (which will also use space and need maintenance, by the way)?

What kinds of businesses would develop something here but only if the Skyway was replaced? Maybe some more hotels that need taxpayer subsidies? Yay. Anything else?

What of the millions being spent to keep up this high maintanence roadway? If you can invest money now to save you a lot more down the road dont you think that would be a wise way to spend taxpayer money.

The point is moot anyway because I dont think the skyway can be torn down now that rt 5 has been rebuilt but the money wasted on upkeep of this primative road over the next 30 years or so only makes the elevated rt 5 gaffe look worse.

The question would be how much less the replacement's costs for maintenance would be.

Since the replacement would carry a similar amount of traffic in a nearby location, I don't know any reasons to think the maintenance costs would be smaller enough to come close to making up for all the spending associated with removing the Skyway and building a replacement.

I agree with you, but many often discussed topics are.

If and when Councilman Kearns learns it's moot (btw, you'd be doing him a favor if you told him), then maybe he'll reduce his pandering to anti-Skyway activists and focus his mayoral campaign on down-to-earth issues that aren't moot and over which the office of mayor actually has a serious chance of impacting.

Agree and disagree. The point is moot but that doesnt mean Kearns shouldnt "pander to skyway activists". By bringing this up he is sheding light on one of the many goofs of the Brown administration. If Brown doesnt have the nerve to stand up to the congressman everybody loves to protect the citys best interest than the voters ought to be reminded of this. Instead of bending over for higgy he should have been out there fighting against the roadway that his city doesnt need and cant afford. He should be held accountable on this and other issues.

As far as the cost thing, Im no road construction expert but I would think a grade level st with 3 lifts would be cheaper to maintain than a grade level st, an elevated highway and a larger than life mosess-speerian highway in the sky. Besides it seems the underside and surface of the skyway are always being worked on.

Well a replacement with 3 lift bridges would need ongoing maintenance too. I don't know either what the maintenance cost comparison is.

Nah, I think it's moot both substantively and politically. Brown cozying up to popular-with-voters Higgy helps Brown politically more than it hurts him (not that he's is lacking help at all but he wants as big a victory as possible).

Although there's no publicly released scientific polls about issues around here, I'd bet only a small portion of Buffalonians think Skyway removal is an important priority that they want a mayor or mayoral candidate to focus effort on. And regardless of how many city residents are in the strongly-anti-Skyway camp, most of those should already be supporting Kearns. That should be his base he can count on already by now.

If he wants to broaden his support, instead of anti-Skyway press conferences Kearns would need to make convincing cases about how specifically he differs with Brown on other more practical issues of the type a mayor can have serious impact on.

We can agree to disagree on weather an incumbent should be held accountable for his errors by his opponent on the campaign trail. I think a monumental transportation planning blunder that wasted tens of millions of taxpayer money and scorched acres of prime waterfront land is worthy of discussion
As far as the "more practical issues" that MK differs with Brown on he can start by reminding voters that his administration wont be corrupt and dishonest like the current one. He can say how he wil staff agencies like the BERC with qualified people and actualy attend their board meetings. Of course more importantly he can say he wont let his pals steal taxpayer money through BERC restaurant scams like his oppontnent has.

The 190 in Black Rock and Riverside has indeed stopped developement. These neighborhoods have been robbed of their most valuable historic asset, prime waterfront land. What could have been a highly desirable river front community is instead squandered on a noisy polluted highway.. Time to put our city and neighborhoods first, not sacrifice them to the convenience of commuters.

Use the millions to develop the outer harbor rather than take down the skyway. Once the skyway is gone so will be the millions of dollars to do it. At the end of the day the outer harbor will remain an empty field. Another huge waste of money.

Any project or plan for the inner or outer harbor should take into consideration the removal of the skyway. We don't necessarily need to spend millions tomorrow to remove the skyway but rather have a long term plan for our waterfront that incorporates skyway removal. We need a logical path to follow to make this vision happen. Unfortunately there are no great plans, no bold ideas, no visionaires to help get Buffalo from point a to point b on this issue. Every project and every politician sits in its own corner of the room with their arms folded. It's an angry room with no accountability. Just ask anyone who went to the "Buffalo Connect" meeting last night...

I agree removal of the Skyway should be part of the long term plan. Outer harbor development can and should begin with the skyway in place. Once the outer harbor is established, the necessity for the removal of the skyway will be evident. The skyway is an obstacle, not a complete obstruction. You are correct in that too many people have a hand in the game and none of them have a real vision or plan.

Buffaluv: While I agree that this is certainly not the only obstacle in cleaning up the waterfront (UGLY factories, grain mills, car junkyards, and other industrial mess)it is probably the largest one and more relevant to the downtown waterfront given its geographic location. Besides, how can we expect them to clean up if there's a dark cloud of a bridge overhead anyway? Also, the pic you attached is missing a unicorn flying overhead. Certainly we can photoshop the skyway and make it look great but as the saying goes "you can't polish a turd."

Thank you Mickey for having the courage to stand up for something so important as this project! The difference between how it looks now and when the bridge is gone will be monumental, and why wouldn't the stimulus monies be used for---stimulus? With the skyway bridge impediment gone, Buffalo will have lots of new land it can develop, lots of new business opportunities- it will be a new world!

if the skyway is removed right away as Mickey implies and is started before Canalside is finished, do you think they can hault their construction to alter their plans for a new layout of buildings? Possibly bigger ones that wouldnt have been able to be constructed due to that ugly hovering road?

At this point I dont see how they can tear down the skyway now that the elevated rt 5 has been rebuilt. Before higgy and the dot scorched the earth with rt5 2.0 you could have demolished both the dated elevated roadway and the skyway and replace them with a 30 mph blvd with lift bridges. Removing rt 5 now after millions have been spent on its recunstruction isnt realistic. If you have an elevated expressway and no skyway where is the traffic supposed to go as it goes into Downtown? How will it link with downtown and I190 which is also overhead? You could run high speed traffic at grade but that would be even more obstructive than the overhead skyway and again there would be no link with 190.
Hate to say it but as long as the elevated 190 and rt 5 exist the skyway is here to stay.

Iluvpitbulls: You're right, as long as Rt 5 is elevated the skyway will probably stay, however I wouldn't put it past them to find the funds to tear down the skyway anyway. In the end we'll have a subway that goes nowhere and an expressway that goes nowhere all for a campaign to be mayor. I really hope they think of the endgame this time.

People on here blame all the lack of development on the waterfront on the Skyway and that is the easy blame for why there is not more development. And the cost of maintaining the Skyway is an easy number to toss out but how about some comparisons of what removing it would cost and re-doing the whole traffic flow and patterns for the main road to the Southtowns. Why don't we just remove every expressway that stops development and cuts through neighborhoods in Buffalo (Rt 5, 190, 33, 198, 90) would that make everyone happy on here? LOL. While ignoring the lack of jobs, money, etc. here as the main thing holding back development in reality.

And actually, the Skyway IS over water too...and looks very similar to Skyway and I was simply showing it lit up and how it could match the Peace Bridge and be a nice compliment to the skyline in Buffalo. We put lipstick on pigs all over Buffalo what is the problem with doing it to the Skyway too?

Maybe I have the wrong attitude, but at this point, I'm for just about ANYTHING that shows signs of progress in Buffalo.

Can the money be better spent on other things besides taking down the skyway? Maybe, but I'd still be for removing it. Nothing gets done around here waiting for something better to spend the money on. Just get rid of the thing already.

not sure what you mean about the bridge for the outer harbor "fixing the problem of the removal of the skyway"....

I will say this, however...yesterday was a public meeting affording citizens the ability to give their input on this bridge concept. Now, given that the vast majority of BRO followers love to complain about decisions after the fact, it probably would have been a good idea to post something announcing this meeting. I'm not saying it is BRO's responsibility to inform the public of these meetings, but given the focus of this site's attention on waterfront infrastructure, I personally believe it would have been a better use of this site's space and time to announce this public meeting, rather than generating campaign materials for a Mayoral candidate that advertises with Buffalo Rising.

Add those bridges, LIGHT THEM UP (not the skyway), remove the skyway, and continue development on the inner/out harbor.

the only question i have with outer harbor development is if they were to let's say build a bunch of high rise apartment-like complexes, wouldn't it be a god awful view looking out your window and seeing those rusty old factories on Kelly Island?

i agree with bflobr, why didn't BRO help spread the word about the Public Hearing? The Buffalo Connect project has major implications for development on the waterfront and should be addressed here if BRO intends to help foster discussion about the future of the waterfront.

John Norquist you're way too harsh in your article. Are you looking at the same Buffalo I am? There is a concentration of great new buildings and I am very hopeful about the Statler. The Hyatt recently has been redone, Avant is incredible. And what's up with the remark about the signature span we have all been fighting for?......I quote: "Now the city is further threatened with a new oversized bridge from Ft. Erie." Oversized? No true. Did you take lessons from Tim Tielman or Don Esmonde or something? Jeez dude, lighten-up. I'll admit that the skyway needs to go but let's not throw out the baby with the bath water. Buffalo has been getting a lot of very good national press.

Good points but I think "oversized" refers to the plaza that would wipe out a thriving neighborhood and not as much the bridge itself.

Not sure how the City can get a grant to tear down something it doesn't own. The skyway (Rt. 5) is a state road. This gets Micky the press and face time he needs, but it's not anything that can really be done by the City.
