Muriel Howard Accepts AASCU Presidency

Muriel A. Howard, president of Buffalo State College for the past 13 years, will leave her position at the college to become president of the American Association of State Colleges and Universities (AASCU), effective August 1, 2009.

AASCU is the leadership association of 430 public colleges and universities advocating for public higher education, including federal policies and regulations to ensure access, affordability, and opportunity for students. The association is headquartered in Washington, D.C.

"After so many years in this community, I have great affection for Buffalo State College, Western New York, and the State University of New York," said Howard.  "Over the past several years, we have accomplished an enormous amount for our students and for the community, and I know there is great momentum for this work to go on. As the AASCU president, I will have a wonderful opportunity to continue to advocate for public policy in support of students at state colleges and universities."

Howard's tenure at Buffalo State has been characterized by a prolonged period of stability and growth. The student academic profile improved while enrollment and the number of faculty hires increased. Under Howard's leadership, the campus experienced numerous capital improvements, including the construction of the new $33 million Burchfield Penney Art Center at Buffalo State and culminating in a $350 million construction plan scheduled to begin this spring.

Undergraduate programs at Buffalo State now total 140, with 63 highly regarded graduate programs. Always a leader in teacher education, the college now offers all the traditional liberal arts disciplines, as well as Applied Economics, Art Conservation, Communication Design, Creative Studies, Forensic Chemistry, and Television and Film Arts.

At AASCU, Howard will be an advocate for public higher education at the national level, working to influence federal policy and regulations on behalf of member colleges and universities; serving as a resource to presidents and chancellors as they address state policy and emerging campus issues; and providing professional development opportunities for presidents, chancellors, and their spouses.

"Muriel has been an outstanding leader at Buffalo State College," said Howard A. Zemsky, vice chair of the College Council. "The board is committed to continuing her legacy. We will work with SUNY and the Buffalo State College Council and community to identify an interim president and expedite a search process."

Yeah that pretty much sums it up for me. She found another gender/race based political appointment. Fine. She was a failure! She was not responsible for the Richardson or the Burchfield Penny. Furthermore, she kept the B-P a secret from any community involvement. Not even a community polling for suggestions or feedback.

Growing programs....minimum growth at best!

Growing infrastructure...non-existent except for her latest announcement!

She was a cleric, a secretary, an incompetent with the title of President.

She ignored Forest, ignored Grant, ignored Amherst, ignored Tonawanda, ignored the Beltway and the NFTA, ignored the Pierce Arrow, ignored opportunities for dormatories and residences, ignored opportunities to partner with UB on technology programs, ignored small business incubators, ignored conference center at the Richardson, etc.

The list of failures and ommissions of Howard is only wallpapered over and ignored by the facade of gender, race and politics.

and for the record, I dont have anything personal in the matter towards Howard. My opinions are strictly related to what she has or has not accomplished in her presidency.

Furthermore, now Buffalonians have to wonder if her grande announcement for growth at Buffalo State is merely an empty feel good departure for her legacy only to be cancelled by the incoming president and their agenda. If thats true then it simply fits the bill that she was a clerical secretay masquerading as a president because of her race and gender and politics. Had she accomplished this grande plan and then left....she would atleast have had a legacy to walk away from.

Which begs fellow Buffalonians, if this empty incompetitant can walk away with an empty resume and platitudes instead of accomplishments that is media whore Byron Brown going to be any better than a more media saavy Masiello?

As a Buffalo State Student its clear to me that peoples opinions are jaded due to Howards race and gender. This boggles my mind due to the fact that we are now in 2009. Not to say the racism or anything like that doesnt exist.. i know it still does in some form. But to those who say Howard is incompetent, a failure, and any other type of negative comments, are just plain wrong. Muriel Howard in her time at Buffalo State has fully accredited every program that BSC offers.. thats alot to do in the 13 years she has been President. She also helped build the BP art museum which was in the works since early 2000. The amount of red tape, permits, funding.. etc to go through in order to build that museum was extraordinary. And starting this summer, the 350 million dollar construction plan will begin. Her agenda was to work on the accreditation of the school.. then work on facilities and technology. The reason we have 350 million dollars to spend on construction project in this horrible economy and NYS piss poor budget and the increase of tuition and taxes to me proves was an amazing President she has been to Buffalo State. If you are a student or a faculty/ staff member of BSC you know what im talking about. But the the peanut gallery who dont know better and are just short minded and short sighted that she hasnt helped the community ( Grant, Elmwood, Tonawanda etc..) Is understandable but incorrect. North Buffalo would be amazing if Buffalo State really put in the effort. But its on on our immediate to do list. Quite simply we would like to figure our stuff out before we help others.

The world according to Pettjm54: Step1 DO NOT WALK AND CHEW GUM AT THE SAME TIME!

According to Pettjm54:
1) there could be no infrastructure committee
2) there could be no small business incubator committee
3) there could be no focus on the core academic campus while the Forest, Grant, Amherst, Tonawanda streets were studied for non-academic uses (bookstores, stadiums, athletic facilities, small business incubators, off campus coputer labs, etc)
4) there could be no additional dormatories or residence facilities for 13 years
5) there could be only limited partnership with UB technology programs

Im not sure whether your farting or playing a tune so to speak. Howard may have accomplished her accrediation of programs but thats her job...and she is a failure because she neglected all the other planning and execution responsibilities of her job!

As far as her latest infrastructure building program, it could very easily fall into the wastebasket depending on the priorities of the next president...which makes her again a failure for announcing a project, like Brown and Pitts, that is all media and no substance....which by the way..is again classified as a failure!

Please do not wallpaper over facts with race or gender. If Howard were white and male then she would have been fired and would have gotten the attention for her shortcomings, single minded focus, secrecy and incompetetence as she ignored the 99% of her job for her 13 year tenure. Race and Gender accusations are justified only where the facts justify. In Howards case....they are not unfounded!

Tee Hee...chuckle chuckle...but we have not seen who will replace her and what their competency is, as well as, what their priorities shall be!!!

Will the next president grow the college population or refuse 10,000 applicants per year?

Will the next president partner with UB and grow the college technical and science and business disciplines, as well as, its teaching and liberal arts base?

Will the next president embrace and execute the infrastructure plans or revise them to be even more friendly to Grant?

Will the next president diversify its scope and promote small business incubators and entrepreneurs as UB does by providing them facilities?

Will the next president embrace the Richardson, Forest, Rhees, Grant, Amherst, Tonawanda, etc.

or will the next president be an incompetent who hides behind a single issue for their entire tenure like Howard did?

Getting Masiello out is a step forward. Brown has yet to prove he is better than Masiello except within media circles.
Getting Howard out is a step forward...the next president has to show us what he can do.

remember this...and take these words to heart for they shall always be repeated!

Buffalo State is the 2nd largest educational institute next to UB. What UB North does for Amherst and UB South does for Eggertsvile and University District...thats what Buffalo State (did for Elmwood) and does for the Westside and Black Rock.

So to say that Buffalo State has no responsibility to the Westside and Black Rock (as Howard has done) is worse than horrible. It borders on evil.

When one looks at her involvement in the Burchfield Penny and the secrecy involved (not to have included BECHs, A-K, Forever Elmwood (Business Association) at the very least to solicite professional ideas as to how this complements the community...was myopic.

When one looks at the crime and the poverty inherent on the Westside and Black Rock, then not to have looked at things like moving non-academic services off campus like bookstores, stadiums, athletic fields or set up small business incubators that could use college services...its beyond incompetent...it borders negligence and evil.

Buffalo State is a college, but its also a local and metropolitan engine for change and growth. To have such an engine and not use it for the betterment of the college and the community is tantamount to Roswell limiting their growth and impact because their president only understands 1 type of cancer and so Roswell will only do what the president knows.

Howard...dont let the door hit you on the tushy as your leaving our fair city!

1. Let's be clear. The president of BSC is not responsible for the West Side, Blackrock or anywhere else. She/he is responsible for the college. The same is true for Simpson at UB, or any other college administrator. If they succeed in building up their school, the surrounding areas are bound to be strengthened as well, and that's a great thing. But the job description is to run the school, not to save the city.


2. While we're at it -- BSC isn't (and isn't supposed to be) like UB. They're two different schools, with two different missions. BSC isn't a shrunken version of UB. It makes perfect sense that UB does all sorts of things that BSC doesn't.


3. It's odd that "turning away 10,000 students" is viewed as some sort of failure. A school wants to be selective, and creating the infrastructure to accept everyone that applies doesn't make any sense. It's not BSC's role to educate everyone -- they're not a community college.

I agree with all 3 points. Answer Lady should read #1 to herself slowly a few times.

Adding on to #3, I'm not convinced they really do "turn away" 10,000 every year even if there's that many more applicants than admissions. Students often apply to multiple colleges, sometimes as a Plan B, C, or D. So it might be neither a "failure" nor a positive - it might be that in a lot of cases the applicants are accepted to other schools they prefer for some academic or geographic reason.

Colin&whatever, have either of you been a private sector manager or executive? Owned a business?

Have you ever wondered why major companies choose to locate in Rochester rather than Buffalo even though Buffalo may be a far superior location, have cheaper taxes, better transportation, etc?

Civic Leadership in Rochester demands wearing multiple hats and networking. Presidents dont just work on their company in isolation but on all the secondary and tertiary facets that support their company's competitive advantage such legal expertise to fight unions, schools to support their blue collar workers, colleges to support their white collar workers, research centers to support their new product development, small company incubators to make sure their supply chain is local, etc.

In Buffalo it took a control board to get GM, Ford, Dunlop, HSBC, Dupont, Gibralter, etc out of their companies and into local issues. It took one rabble rouser Palladino to take on the Tolls at Ogden and Breckenridge.

A president of a college has many hats and not just a single hat and Buffalo State is very much like UB but with a different focus.

If Buffalo State wanted to get involved with Burchfield Penny's new museum then they owed it to make it the best possible and to seek input from BECHs, A-K and the Forever Elmwood Community. They didnt.

There are many budding entrepreneurs at Buffalo State in their teaching college, liberal arts and growing technology programs. There is absolutely no reason why Buffalo State could not pursue a parallel small business incubator program. In Amherst, South Campus and Downtown those small business incubators are yielding growing corporate campuses. The same could happen on the westside and blackrock.

Buffalo State has a different focus than UB particularly in technology. There is no reason why UB cannot focus on advanced disciplines like research and development while Buffalo State partners in application and productization for example. UB being high tech, cutting edge, theoretical ... Buffalo State being basic tech, application based, knowledge based...just as these degrees and focus of knowledge would be applied in a company.

Buffalo State and UB must both provide safe environments, safe housing on campus and in the surrounding communities, a college experience both on campus and off-campus. This was once a non-issue for Buffalo State as its students were focussed nearly completely on Elmwood since the 1960s when the westside and blackrock declined. However today the increased property values and development of Elmwood is pushing Buffalo State students to Richmond and Grant and Amherst.

Sorry only union employees, tenured civil servants and minorities get to say its not their job! Today a president and a manager must manage all the facets of their position and all the facets that support their success! If they dont know it then the delegate and form learning committees that transition into planning and executive action committees.

To often Buffalo Staters said Howard was so ignorant that she forced group think. If Howard wasnt interested in it then no one mentioned it...and that made it extremely hard because Howards narrow focus resulted from her own lack of diversity of knowledge and incompetence which she hid by ownly involving herself in things she knew. Thus holding back the entire college for her entire tenure from anything she didnt personally want to get involved in. Further, not just holding back Buffalo State but the surrounding community and the potential to really amplify its role as the 2nd largest college in WNY!

I don't know if Colin ever wondered, but why would I ever wonder about something that doesn't even sound true?

Over the past 5 years, what were those "major companies" who chose Rochester rather than Buffalo? Can't name any in the past 5 years? How about 10 years? 20? Any specifics to back your claim?

I'm skeptical that's true either. What's your definition of "many"? What are some names of those entrepreneurs or what are their company names? Can you name "many"?

If they're serious entrepreneurs, why are they waiting for Buff State to build an incubator? That doesn't sound serious. Apple and Google were operated out of garages until they could afford to rent some cheap space. Dell Computer and Facebook both started in dorm rooms. If entrepreneurs of those four had sat around demanding some public college build an incubator, none of those companies ever would've started.

Regardless, there are incubators in this area - as well as plenty of cheap commercial space all over the city begging for renters. Lack of affordable space is not significantly holding back entrepreneurs here. The NY state's nation-worst anti-business environment definitely does (quick example - the Bucks4Books company startup who moved due to NYS's most aggressively designed sales tax law).
