This type of scaffolding was used on the Lafayette Court building when window repair was done last year. It was used to protect those below from falling debris.
I believe parts of the building fell down during one of our winter storms. Huge stone chunks fell from pretty high up. Looks like the scaffolding is a safety measure. I'm pretty sure this was the building where I saw the stones on the street.
well post the picture....maybe we can get the owners to restore the building!

I found an old picture of this building. There used to be a clock on the balustrade above the First Niagara logo. This building used to have a 3 story hardware store on the ground floors called Walbridge Hardware. There also used to be light fixtures jutting out of the facade where the the top of the second floor fenestration met the fancy gold ornamentation. The lights were small but they went along with the nautical theme of the ornamentation (where the boats are depicted near the corners of the fenestration). I don't know how to write in HTML so I don't know how to include the picture in this post. Maybe I can email it to BRO...
