Construction Watch: 700 Block

Actually, work on bringing two-way traffic to Main Street's 700 block is on winter break.  The $2.4 million project represents the first phase of a multi-year effort to return traffic to downtown's pedestrian mall. The work stretches from Goodell to Tupper Street. Construction, started in late-August, will resume in the spring.

The critical 700 block between West Tupper and Goodell streets connects the Theater District to Allentown and the nearby Medical Campus. The revamped block will include a center median and a bike lane. Diagonal parking has been eliminated.

All trees that were removed will be replaced after the road and utility work is completed.  Properties are also receiving address medallions embedded in the sidewalks.

On the same block, Avalon Development is rumored to have secured a tenant for its most recent acquisition, 715 Main Street.  An "upscale liquor and wine store" is said to be moving into the prominent building at Main and Tupper streets.

Avalon now owns five contiguous buildings on the east side of the block. Prior purchases have seen substantial renovations.  715 Main is in line to get a new brick façade.

Chris Jacobs is continuing to prove an inspiration to all developers and entreprenuers in this city. Chris has taken several smaller buildings, and with minimum capital, rejuventated half a city block and it didn't take large public subsidies to accomplish this the way razing and building anew likely would have.

Continuously over the years we've been told that smaller, older buildings, such as what exists on that side of the 700 block, are not feasible for adaptive reuse and should be razed for 'shovel-ready' sites.

Yet what Chris has demonstrated is that these smaller, more human buildings can not only breath life yet again, but they can create character-building blocks in which few new-builds can accomplish.

Even better, Chris has attracted small, locally-based creative entreprenuers to fill these buildings. These businesses are usually occupied by urban-minded professionals, instead of large, stale corporate clients who's demands usually entail large public subsidies to accompany their suburban commuters.

Not only is Nate completely right about Chris' success. The "shovel-ready" model has been shown to be an abject failure. The sites were the Schmidt and Vernor buildings were demolished by neglect and ineffective public sector enforcement now sit vacant, occupied only by illegally parked cars.


As Jane Jacobs pointed out, it is the older, smaller buildings that provide an opportunity for small, sustainable projects, occupied by small businesses.


When will the conventional wisdom change to recognize this empirical evidence?

Larkin - About the theater block and southward, I think unfortunately there's a lot more complications for those - modifications to Metro stations, and as I recall there was talk of even removing a station. So there's bigger issues about funding and federal agency appprovals. It might take more than another year to get all that approved and started. It's good to see progress on the 700 block at least. The mayor deserves some praise this time.
